SCH CD-SPEC ED-HOLD HARMLESS

Amends the Children with Disabilities Article of the School Code. In a Section concerning funding for children requiring special education services, provides that for fiscal year 2008 and each fiscal year thereafter, individual school districts must not receive payments under that Section totaling less than they received for fiscal year 2007. Sets forth guidelines for the calculation, including making the calculation a separate calculation from any other in the Section. Effective immediately.

CIV PRO-SEXUAL INJ LIMITATIONS

Amends the Code of Civil Procedure. Provides that the limitation period for an injury caused by "sexual conduct" or "sexual penetration" as defined by the Criminal Code of 1961 does not run during a time when the person injured is subject to threats, intimidation, manipulation, or fraud by the perpetrator or another acting in the perpetrator's interest. Effective January 1, 2008.

HIGHWAY AD CNTRL-BUSINESS AREA

Amends the Highway Advertising Control Act of 1971. Provides that with respect to signs owned or leased by the State or a political subdivision, an area zoned for business, commercial, or industrial activities adjacent to and within 660 feet of an Interstate highway and that is in Township 41 North, Range 10 East of the Third Principal Meridian, shall be deemed a "business area" for purposes of the Act. Contains provisions concerning repeal if preempted by federal law or regulation and concerning inapplicability if receipt of federal funds by IDOT is impacted.

HIGHER ED-PREPAID TUITION-TAX

Amends the Illinois Prepaid Tuition Act. Provides that the intent of the Act is to both encourage and better enable Illinois families to help themselves finance the cost of higher education through a program that provides Illinois families with a method of State tax-free and federally tax-deferred, tax-exempt savings (instead of just tax-deferred savings) for higher education (instead of for college tuition). Removes a provision that provides that once a partial benefit of a prepaid tuition contract has been disbursed, any tax liability attributable to the contract and its assets becomes a tax liability of the qualified beneficiary, unless otherwise specified in the contract. Effective immediately.

POLICE TRAINING-AUTISM

Amends the Illinois Police Training Act. Provides that the curriculum for probationary police officers in all certified schools shall include a block of instruction aimed at identifying and interacting with persons with autism and other developmental disabilities, reducing barriers to reporting crimes against persons with autism, and addressing the unique challenges presented by cases involving victims or witnesses with autism and other developmental disabilities.

RURAL SENIORS-TASK FORCE

Amends the Illinois Act on the Aging. Requires the Department on Aging to gather information about the special needs of older rural residents and to evaluate the adequacy and accessibility of existing programs for older rural residents. Creates the Older Rural Adults Task Force to gather information and make recommendations. Sets forth the membership of the Task Force. Provides that the Task Force may hold regional hearings and shall submit a report to the General Assembly no later than January 1, 2009. Provides that the Task Force shall be dissolved upon the submission of the report. Effective immediately.
