Amends the School Code. Provides that, beginning on July 1, 2011, no scholarships may be awarded under provisions that permit members of the General Assembly to award scholarships to persons for attendance at a State-sponsored university. Provides that a scholarship awarded before July 1, 2011 is valid until its stated term expires, but may not be renewed. Effective July 1, 2011.

Amends several Acts that regulate the medical and healthcare professions. In a provision in those Acts concerning fee-splitting or directly or indirectly giving to or receiving from certain persons or entities any fee, commission, rebate, or other form of compensation for any professional services not actually or personally rendered, provides that the provision does not prohibit contractual or employment arrangements with health care professionals or providers, such as physicians, physician practices, hospitals, long-term care facilities, clinics, or other entities, except as otherwise prohibited by law. Provides that contractual and employment arrangements with health care professionals or providers may include arrangements for compensation, use of space, staff, equipment, health insurance, pension, or other benefits for the provision of services within the scope of the licensee's practice under that specific Act. Amends the Medical Practice Act. Provides that nothing in the Act prohibits physicians, physician practices, or entities authorized by law to employ physicians from also employing other licensed health care workers and other persons. Effective immediately.
Amends the Family Military Leave Act. Makes a technical change in a Section concerning the short title.
Amends the Illinois Public Aid Code. Makes a technical change in a Section concerning legislative intent in connection with public assistance fraud.
Amends the Electronic Products Recycling and Reuse Act. Authorizes each manufacturer that is required to calculate the total weight of televisions sold under its brand to individuals at retail in the State to do so by multiplying the weight of its televisions sold nationally by the quotient that results from dividing the population of Illinois by the population of the United States. Deletes provisions requiring retailers to report the number of televisions sold at retail to individuals in the State. Effective immediately.
Amends the Elder Abuse and Neglect Act. Provides that a "mandated reporter" under the Act includes (i) any bank, savings and loan, or credit union officer, trustee, or employee and (ii) any ambulatory currency exchange or community currency exchange, as defined in the Currency Exchange Act, or an employee of such a currency exchange.
Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Makes a technical change in a Section concerning the short title.
Amends the Illinois Income Tax Act. Makes a technical change in a Section concerning the short title.
Amends the Illinois Vehicle Code. Provides that a person commits crowding or threatening a bicyclist when a person driving a motor vehicle recklessly drives the motor vehicle unnecessarily close to, toward, or near a bicyclist. Provides that every person convicted of crowding or threatening a bicyclist shall be guilty of a Class A misdemeanor if the violation does not result in great bodily harm or permanent disability or disfigurement to another. Provides that if a crowding or threatening a bicyclist violation results in great bodily harm or permanent disability or disfigurement to another, the person shall be guilty of a Class 4 felony. Provides that a person commits projecting or throwing missiles at bicyclists, a Class A misdemeanor, when a person projects or throws any missile (defined as any object or substance) at or against a bicyclist. Effective immediately.
Creates the Sexual Assault Evidence Submission Act. Provides that law enforcement agencies that receive sexual assault evidence in connection with the investigation of a criminal case on or after the effective date of this Act must submit evidence from the case within 10 business days of receipt to a Department of State Police forensic laboratory or a laboratory approved and designated by the Director of State Police. Provides that all sexual assault evidence submitted to the Department of State Police on or after the effective date of the Act shall be analyzed and tested within 6 months after receipt of all necessary evidence and standards into the State Police Laboratory if sufficient staffing and resources are available. Provides that within 30 business days after the effective date of the Act, each Illinois law enforcement agency shall provide written notice to the Department of State Police forensic laboratory or other laboratory approved or designated by the Director of State Police stating the number of sexual assault cases in the custody of the law enforcement agency that have not been previously submitted to a laboratory for analysis. Provides that appropriate arrangements shall be made between the law enforcement agency and the Department of State Police, or a laboratory approved and designated by the Director of State Police, to ensure that all cases collected prior to the effective date of this Act, which the law enforcement agency has determined are within the statute of limitations and are the subject of a criminal investigation, are submitted within 120 days after the effective date of the Act. Amends the Sexual Assault Survivors Emergency Treatment Act to make conforming changes.
