Amends the Military Leave of Absence Act. Requires that a full-time employee of the State, a unit of local government, or a school district who is a member of a reserve component of the U.S. Armed Forces or the Illinois State Militia must be given a leave of absence for any training or duty required by the U.S. Armed Forces not otherwise covered by the Act. If the employee's military pay for that training or duty is less than his or her compensation from the public employer, requires that during the leave the employee receive his or her public employment compensation, minus the amount of the military pay.

Amends the Tax Increment Allocation Redevelopment Act in the Illinois Municipal Code. Adds costs of and associated with transit oriented developments to the definitions of "redevelopment project costs". Defines "transit oriented development". Makes revisory changes. Contains a non-acceleration clause. Effective immediately.

Amends the Illinois Income Tax Act. Provides for a credit in an amount equal to 25% of the taxpayer's equity investment in a qualified new business venture, including investments made through a certified fund manager. Sets forth limitations on the credit.

Amends the Illinois International Port District Act. Authorizes the Port District to apply to United States authorities to establish, operate, maintain, and lease foreign trade zones and sub-zones within a specific area that is located within and extends 30 miles beyond the following described area: Beginning at the point of intersection of the Cook County DuPage County line and York Road, then North along York Road to its intersection with Touhy Avenue, then east along Touhy Avenue to its intersection with the Northwest Tollway, then southeast along the Northwest Tollway to its intersection with Lee Street, then south along Lee Street to Higgins Road, then south and east along Higgins Road to its intersection with Mannheim Road, then south along Mannheim Road to its intersection with Irving Park Road, then west along Irving Park Road to its intersection with the Cook County DuPage County line, then north and west along the county line to the point of beginning.

Amends the Chicago School District Article of the School Code. Prohibits residency within the school district from being considered in determining the employment of a teacher. Also, prohibits residency within the district from being considered in determining a teacher's compensation or whether to retain, promote, assign, or transfer that teacher (now, this prohibition applies only if residency within the district was not required at the time of employment as a qualification of employment). Amends the State Mandates Act to require implementation without reimbursement.

Amends the Unified Code of Corrections. Provides that a person convicted of aggravated battery of a child, aggravated kidnapping, child abduction, ritualized abuse of a child, criminal sexual assault, aggravated criminal sexual assault, predatory criminal sexual assault of a child, criminal sexual abuse, or aggravated criminal sexual abuse, when the victim of any of these offenses was under 18 years of age at the time of the commission of the offense, and the defendant used force or the threat of force in the commission of the offense shall, as a condition of parole, mandatory supervised release, or probation (if probation is available for such offense) wear an approved electronic monitoring device that has Global Positioning System (GPS) capability for the duration of the defendant's natural life. Provides that Global Positioning System (GPS) tracking information about offenders required to wear an approved electronic monitoring device under these provisions shall be furnished to local law enforcement agencies.

Amends the Unemployment Insurance Act. Deletes language that provided that an individual shall be considered to be unavailable for work on a day that is a holiday according to the custom of the individual's trade or occupation if the individual's failure to work on that day is a result of the holiday. Changes provisions regarding the eligibility of certain academic and other personnel between academic years and during vacation periods to provide that an individual is ineligible for benefits on the basis of wages for services in an instructional, research, or principal administrative capacity performed for an educational institution (including services performed while in the employ of an educational service agency) during the period between 2 successive academic years or terms, during a paid sabbatical leave, or during an established and customary vacation period or holiday recess if the individual performed those services immediately before the period or recess and there is a reasonable assurance that the individual will perform those services after the period or recess. Contains applicability provisions.

Amends the Corporate Accountability for Tax Expenditures Act. Provides that each recipient of development assistance shall file an annual consolidated progress report (instead of a progress report for each development assistance agreement). Provides that the progress report may include other information the Department deems necessary to ensure compliance with a development assistance program. Amends the Build Illinois Bond Act. Provides that businesses that receive certain grants or loans must notify the Department if the business fails to meet the agreed employment or investment conditions of the grant or loan.

Amends the Economic Development for a Growing Economy Tax Credit Act. Provides that the recipient of a credit under the Act may apply for a certificate of transferability of credit from the Department of Commerce and Economic Opportunity for the amount of the credit not previously claimed. Provides that the transferability certificate may be transferred or sold by the recipient to another Illinois taxpayer. Makes other changes.

Amends the Illinois Income Tax Act. Makes a technical change in a Section concerning the short title.
