Amends the Mental Health and Developmental Disabilities Administrative Act. Provides that the Department of Human Services shall include, in the annual service needs report regarding autism submitted to the General Assembly, a plan to provide family support mechanisms to enable persons with autism to remain in a family home environment. Amends the Illinois Public Aid Code. Extends Medicaid eligibility for continued home-based skilled or intermediate care to persons age 21 or older (under current law, eligibility is limited to persons under age 21). Requires an annual determination of need for that level of care and requires the Department of Human Services to make an annual report concerning services provided and other matters. Effective immediately.

Amends the Property Tax Code. Provides that in counties with 3,000,000 or more inhabitants, a tax objection complaint may be filed within 180 days (now, 75) after the first penalty date of the final tax installment. Provides that in counties with less than 3,000,000 inhabitants, a tax objection complaint may be filed within 120 days (now, 75) after the first penalty date of the final tax installment. Provides that a claim for a refund of taxes paid by a person who is not liable for the tax shall be made to the county collector or, if the collector is unable to determine whether the claim is proper or denies the claim, by petition to the circuit court (now, by complaint filed with the board of review). Provides that after a refund is allowed by the county collector, the assessor or the county clerk, or both, shall list and assess the property in the name of the corrected assessee of record (now, the board of review or board of appeals lists and assesses in the name of the correct owner). Provides that any unpaid tax resulting from a refund shall be added to the taxes on the property for a subsequent year. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Creates the Local Legacy Act. Creates the Local Legacy Board and establishes its membership, powers, and duties. Provides that the Board must choose a chairperson, adopt rules necessary to implement the Act, and submit a report to the General Assembly and the Governor by January 1, 2005 and every 2 years thereafter. Creates the Local Legacy Program to fund county-municipal partnerships for the purpose of inventorying and protecting natural areas, farmland, and cultural resources. Requires counties interested in program funds to form a Local Steering Committee composed of county board members, municipal officers, and local residents and provides procedures for Committee oversight of grant requests. Authorizes the Committee to develop criteria and a Resource Protection Plan for prioritizing resources and the use of grant moneys under the Act. Allows a local municipality to object in writing to all or some of the Resource Protection Plan and provides that those counties, municipalities, and units of local government that have adopted a Resource Protection Plan shall receive preferential status for grant moneys under the Act. Creates the Local Legacy Fund as a special fund in the State treasury and specifies the purposes for which the Fund moneys may be used.
Amends the Illinois Insurance Code. Provides that if the Illinois Life and Health Insurance Guaranty Association elects to succeed to the rights of an insolvent insurer arising after the date of an order of liquidation or rehabilitation under a contract of reinsurance to which the insolvent insurer was a party, the Association must pay all unpaid premiums due under the contract for coverage relating to periods before and after the date of the order of liquidation or rehabilitation (now the Association must pay premiums for coverage relating to periods after the date of the order of liquidation or rehabilitation).
Amends the Funeral Directors and Embalmers Licensing Code. Changes the term "funeral director and embalmer trainee" to "funeral director and embalmer intern" and makes conforming changes throughout the Code. Corrects references to the Federal Trade Commission Funeral Rule. Removes outdated provisions. Removes courses offered by the Illinois Selected Morticians Association, Inc., the National Foundation of Funeral Service, and the National Selected Morticians from and adds courses offered by Selected Independent Funeral Homes to the list of courses that shall be accepted toward satisfaction of continuing education requirements. Makes changes in provisions concerning reciprocity and disciplinary grounds. Makes regular inspections of funeral establishments by the Department and taking disciplinary actions against the licensee discretionary rather than mandatory. Provides that branch operations of main businesses having a preparation room and located in the State of Illinois are exempt from the requirement that each fixed place of practice or establishment maintain a preparation room. Repeals provisions concerning the transition to the current Code. Makes other changes.
Creates the Certified Surgical First Assistant and Certified Surgical Technologist Title Protection Act. Contains only a short title provision.
Amends the Disabled Persons Rehabilitation Act. Makes a technical change in a Section concerning the powers and duties of the Department of Human Services.
Amends the Illinois Vehicle Code and the Criminal Code of 1961. Provides that the vehicle of a person who drives without a license and without insurance and causes death or personal injury to another person is subject to seizure and forfeiture. Effective immediately.
