Amends the General Not For Profit Corporation Act of 1986. Provides for open meetings for the listed type of meetings of the board of directors of a residential not-for-profit homeowners association. Effective immediately.

CRIM CD-DISORDERLY CONDUCT

Amends the Criminal Code of 1961 relating to disorderly conduct. Provides that engaging in any loud protests of singing, chanting, whistling, or yelling with or without noise amplification, displaying any visual images that convey fighting words or actual or veiled threats against any other person, engaging in a directed protest march or picket at any public location when any of these activities are conducted within 300 feet of any entrance to a facility being used for a funeral or memorial service, or blocking access to such facility at any time during the period starting 30 minutes before any funeral or memorial service is scheduled to begin and ending 30 minutes after the funeral or memorial service terminates is disorderly conduct in which the penalty is a Class C misdemeanor. Provides that the provisions of the Act are severable. Effective immediately.

PEN CD-ART. 3-RESOLUTION

Amends the Downstate Police Article of the Illinois Pension Code. Provides that a city, village, or incorporated town of less than 5,000 inhabitants that is regulated by the Property Tax Extension Limitation Law may elect to adopt the provisions of the Article by the passage of a resolution or ordinance by the governing board of that city, village, or incorporated town, but that city, village, or incorporated town shall not levy a separate tax without approval by referendum. Effective immediately.

SENIORS-PROPERTY TAX DEFERRAL

Amends the Senior Citizens Real Estate Tax Deferral Act. In the definition of "taxpayer", increases the income limitation, beginning with the 2006 tax year, from $40,000 to $45,000 per year. Requires that applications for the tax deferral must be made by May 1 (now, March 1) of each year. Effective immediately.

TELECOM EXCISE TAX-EXEMPTIONS

Amends the Telecommunications Excise Tax Act. Provides that the tax exemptions for prepaid telephone calling arrangements are exempt from the sunset provisions of the Act. Effective immediately.

INC TX-HOUSING DONATION CREDIT

Amends the Illinois Income Tax Act to end the tax credit for donations to certain affordable housing projects with the taxable year ending on December 31, 2011 (now, 2006). Effective immediately.
