Amends the Township Code. Removes a restriction limiting townships to 126 square miles. Provides that a township plan for altering the boundaries of townships shall require a new property tax rate to be levied on the affected townships after the boundaries are altered. Provides that a county board may by resolution initiate a referendum to discontinue all townships in a county (currently, a referendum can only be initiated by citizen petition). Provides that a county board may elect to restructure into a commission form of government after discontinuance of township organization (currently, a county is required reorganize into a commission form of government). Further provides that the county board or the voters of a township may dissolve all offices of township assessor and multi-township assessor in specified counties with the county assessor or supervisor of assessments replacing each township assessor or multi-township assessor. Amends the Illinois Highway Code. Provides that a township road district, with roads of less than a total of 25 miles in length, may be abolished by the township board of trustees or by public referendum. Amends the Property Tax Code, the Counties Code, and the Public Health District Act making conforming changes.

Amends the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act. Provides that tangible personal property produced by a manufacturer and provided free of charge to consumers as a sample of the manufacturer's product for the purpose of encouraging consumers to purchase the same or similar items produced by the manufacturer is exempt from taxation under the Acts. Excludes the exemption from the Acts' automatic sunset provisions. Effective immediately.

Amends the General Assembly Article of the Illinois Pension Code. Defines "Tier 3 participant" as a participant who first becomes a participant on or after January 1, 2017. Requires the General Assembly Retirement System to establish, by July 1, 2016, a defined contribution plan for all Tier 3 participants. Provides that no Tier 3 participant shall be eligible to participate in the retirement plan available to Tier 1 and Tier 2 participants. Requires the System to report its progress in establishing the defined contribution plan to the Governor and the General Assembly on or before January 15, 2016. Provides that the Illinois State Board of Investment shall be the plan sponsor for the defined contribution plan. Provides that the System, its staff, its authorized representatives, and the Board of Trustees of the System shall not be liable for any information given to a Tier 3 participant concerning the defined contribution plan. Requires the defined contribution plan to provide a variety of options for payouts to retirees and their survivors. Requires the defined contribution plan to allow former participants in the plan to transfer or roll over Tier 3 participant contributions and vested State contributions into other qualified retirement plans. Contains provisions concerning maximum participant and State contributions, vesting, defined disability benefits, investment options, administrative fees, and qualified plan status. Effective immediately.
Amends the Illinois Vehicle Code. Repeals the prohibition on businesses buying, selling, bartering, exchanging, or leasing for a period of 1 year or more, or offering for sale, barter, exchange, or lease for a period of 1 year or more, any motor vehicle, whether new or used, on Sundays. Effective immediately.
Amends the Minimum Wage Law. Increases the minimum wage for workers who are 26 years of age or older to $9 per hour in 2017, $9.50 per hour in 2018, and $10 per hour in 2019. Makes corresponding changes in the Act. Provides that a municipality may not establish a minimum wage in an amount greater than the minimum wage established under the Minimum Wage Law and preempts home rule.
Amends the Illinois Lottery Law. Requires the Department of the Lottery, on or before the last day of each fiscal year, to deposit any estimated remaining proceeds (rather than any remaining proceeds), after certain payments and transfers are made, into the Capital Projects Fund. Provides that the Department shall increase or decrease its deposit into the Capital Projects Fund each year by the amount that the actual expenditures either fell short of or exceeded the estimate used by the Department in making the deposit for the previous fiscal year. Effective immediately.
Amends the Township Code. Provides that all townships within a coterminous, or substantially coterminous, municipality may be consolidated (currently, only townships that: are in coterminous, or substantially coterminous, municipalities where the city council exercises the powers and duties of the township board, or in which one or more municipal officials serve as an officer or trustee of the township; are located within a county with a population of 3,000,000 or more; and contain a territory of 7 square miles or more).
Amends the Illinois Public Labor Relations Act. Provides that if a unit of local government, as an employer, and public employees provide for arbitration of impasses, the employer's financial ability to fund the proposals based on existing available resources shall be given primary consideration, provided that such ability is not predicated on an assumption that lines of credit or reserve funds are available or that the employer may or will receive or develop new sources of revenue or increase existing sources of revenue. Provides that in interest arbitration for security employee, peace officer, and fire fighter disputes, the arbitration panel shall take the employer's financial ability to fund the proposals based on existing available resources as the primary consideration, provided that such ability is not predicated on an assumption that lines of credit or reserve funds are available or that the employer may or will receive or develop new sources of revenue or increase existing sources of revenue (currently the interests and welfare of the public and the financial ability of the unit of government to meet those goals). Amends the Illinois Educational Labor Relations Act. With respect to collective bargaining between an educational employer (other than the Chicago school district) and an exclusive representative of its employees, provides that when making wage and benefit determinations during interest arbitration, the employer's financial ability to fund the proposals based on existing available resources shall be given primary consideration, provided that such ability is not predicated on an assumption that lines of credit or reserve funds are available or that the employer may or will receive or develop new sources of revenue or increase existing sources of revenue.
Amends the Civil Administrative Code of Illinois. Provides that the Illinois Transparency and Accountability Portal webmaster must compile and update notices and digital public records from all school districts and units of local government without websites (currently, must only compile and update for specified units of local government). Amends the Local Records Act. Provides that a school district or unit of local government may publish any notice, agenda, record, or other information or material required by law electronically instead of in a newspaper. Further provides that any requirement to store or maintain any public record in microfilm or microfiche form shall be satisfied by the school district or unit of local government's maintenance of such public record in digital form.
