Amends the Wireless Emergency Telephone Safety Act. Eliminates the July 1, 2014 repeal of the Act. Effective immediately.
Amends the Illinois Income Tax Act. Makes a technical change in a Section concerning the short title.
Amends the Regional Transportation Authority Act. Creates a new Section concerning discretionary funding by the Commuter Rail Board.
Amends the Counties Code and the Illinois Municipal Code. Provides that the county board or corporate authority of any non-home rule county or municipality may adopt a crime free rental housing ordinance for the purpose of reducing crime in residential areas. The ordinance may include, but is not limited to, requirements for property owners to obtain a valid residential rental license, submit to a public safety and crime prevention inspection, attend a crime safety and prevention training program, include an addendum in rental agreements regarding criminal behavior by the tenant, conduct background checks on prospective tenants, and submit to periodic inspections of the rental property. Provides that the ordinance may also include provisions for violations of the ordinance. Prohibits waiver or modification of the lease agreement to avoid provisions in the ordinance. Further provides that any ordinance enacted does not apply to any facility licensed or inspected by the State of Illinois or the federal government, with the exception of mobile home parks. Effective immediately.
Amends the Economic Development for a Growing Economy Tax Credit Act. Provides that certain taxpayers that are primarily engaged in business as hardware wholesalers may elect to claim the credit against their withholding tax liability.
Amends the Illinois Income Tax Act. Makes a technical change in a Section concerning the short title.
Amends the Municipal Code. Provides that not less than fifty percent of the amounts collected pursuant to the municipal hotel operators' occupation tax and municipal hotel use tax shall be used to promote tourism within that municipality. Provides that the remainder of the amounts collected may be used by the municipality for general corporate purposes.
Amends the Civil Administrative Code of Illinois. Makes a technical change in a Section concerning the short title of the Code.
Amends the Open Meetings Act. Adds for-profit and not-for profit tourism organizations receiving public moneys to the definition of "public body". Makes similar changes in the Freedom of Information Act. Amends the Counties Code. Requires any not-for-profit tourism organization receiving State or other public monies to disclose all expenses and employee salary information on its website. Requires a not-for profit tourism organization to create a website within 30 days of the effective date of the amendatory Act if it does not currently maintain a website. Effective immediately.
Amends the Environmental Protection Act. Provides that, on and after January 1, 2015, no person may knowingly cause or allow sale at wholesale or retail of a coal tar sealant product. Provides that, on and after July 1, 2016, no person may knowingly cause or allow application of a coal tar sealant product on any surface in the State of Illinois including but not limited to a driveway, parking area, playground, sidewalk, bike trail or roadway. Provides that a city or county may adopt ordinances providing for enforcement of the requirements of this provision. Provides that any violation of this provision shall be enforceable by administrative citation. Provides that penalties for violation may not exceed $1,000 for the first offense and $5,000 for a second or subsequent offense. Effective immediately.
