Amends the Illinois Local Library Act. Makes a technical change in a Section concerning penalties.

Amends the Township Code and the Illinois Municipal Code. Provides that the township board or corporate authorities of a municipality that borders an airport with at least 500,000 combined aircraft departures and landings per year may, by ordinance, regulate airspace over the township or municipality. Defines "airspace" to mean an altitude up to 1,000 feet above the highest obstacle on the surface of the township or municipality.

Creates the Higher Education Facility Naming Act. Prohibits the board of trustees of a public institution of higher education from entering into any severance agreement, contract buyout, or other such agreement with the president or chancellor of the public institution of higher education if a condition of the agreement requires naming a building, a program, a road, a park, or any other property owned by the public institution of higher education after or in honor of the departing president or chancellor. Provides that the board of trustees of a community college district must immediately provide public notice of any severance agreement, contract buyout, or any other such agreement entered into with the president or chancellor of a community college within the last 2 years before the effective date of the Act if a condition of the agreement requires naming a building, a program, a road, a park, or any other property owned by the community college after or in honor of the departing president or chancellor. Requires notice to be provided by posting the naming agreement on the Internet website of the community college for 30 days. Provides that, within the 30-day period, a petition may be filed with the board objecting to the naming agreement, signed by 5% of the eligible voters that reside within the community college district, and if such a petition is filed, the naming agreement is null and void. Effective immediately.

Amends the Permanent Noise Monitoring Act. Makes a technical change in a Section concerning permanent noise monitoring systems.

Creates the Personal Property Replacement Tax Reform Task Force. Sets forth the membership of the Task Force. Provides that the Task Force shall conduct a study on personal property replacement taxes.

Amends the Counties Code. Makes a technical change in a Section concerning boundaries.

Creates the Higher Education Executive Compensation Oversight Act. Provides that before the board of trustees of a community college district may enter into or amend a severance agreement with the president of a community college, the board must provide public notice of the severance agreement. Allows a petition to be filed objecting to the terms of the severance agreement, signed by 5% of the eligible voters that reside within the district. Provides that if such a petition is filed, the severance agreement is null and void. Provides that before the board of trustees of a public university may enter into or amend a severance agreement with an executive of the university, the board must provide public notice of the severance agreement and must submit the severance agreement to various committees of the General Assembly. Provides that the committees shall have 30 calendar days to review the severance agreement, and the severance agreement shall not become effective if, within 30 calendar days after its delivery to the committees, either chamber of the General Assembly disapproves the severance agreement. Provides that a severance agreement not so disapproved shall become effective by its terms, but not less than 30 calendar days after its delivery to the committees. Allows a board to enter into an executive severance agreement only if it has been reviewed by the committees and not otherwise disapproved. Effective immediately.

Amends the Election Code and the School Code. Changes the election of members of a board of school directors, board of education, or board of school inspectors from the consolidated election to the general election. Makes related changes.

Amends the Jury Act and the Jury Commission Act. Provides that any active, retired, or honorably discharged member of the United States Armed Forces, Illinois National Guard, or Illinois Naval Militia shall, upon request, be excused from jury service. Provides that upon request, the county board, jury administrator, or jury commissioners shall permanently exclude the prospective juror from all current and subsequent jury lists or general jury lists. Provides that the county board, jury administrator, or jury commissioners shall create and maintain a list of persons who are permanently excluded from any jury list or general jury list. Provides that the county board, jury administrator, or jury commissioners shall notify a person if he or she is permanently excluded from all current and subsequent jury lists or general jury lists. Makes a corresponding change.

States the body's opposition to any additional taxes on advertising or advertising-related services and states the belief that Illinois' present fiscal crisis must be managed in other ways besides a new tax on business owners throughout the State.
