Amends the Hospital Licensing Act. Defines "pathogens of epidemiological concern". Provides that each hospital shall develop and implement comprehensive interventions to prevent and control pathogens of epidemiological concern (instead of multidrug-resistant organisms) that take into consideration guidelines of the U.S. Centers for Disease Control and Prevention or recommendations from the Infectious Disease Society of America, the Society for Healthcare Epidemiology of America, the Association for Professionals in Infection Control and Epidemiology, or the Pediatric Infectious Disease Society for the management of multidrug-resistant organisms in health care settings. Within 12 months after the effective date of the amendatory Act, requires each hospital to adopt a policy for preventing and controlling the transmission of pathogens of epidemiological concern. Establishes reporting requirements for hospitals with patients carrying pathogens of epidemiological concern. Repeals the MRSA Screening and Reporting Act.

Amends the State Parks Designation Act. Provides that the railroad trestle bridge that is part of the Kickapoo Rail Trail and that is located at the Kickapoo State Recreation Area in Vermilion County shall be known as the Senator Scott Bennett Memorial Bridge. Further provides that, subject to appropriation, appropriate plaques may be erected by the Department of Natural Resources in recognition of the Senator Scott Bennett Memorial Bridge.

Amends the Department of Human Services Act. Requires the Department of Human Services to design, implement, and maintain a statewide program to provide voluntary short-term universal newborn home visiting services to all Illinois families with newborn infants for the purpose of promoting the physical, mental, and social well-being of newborn infants and their parents or caregivers. Requires the Department to: (i) consider recommendations from the Early Childhood Comprehensive Systems grant report when adopting rules to implement the universal newborn home visiting program; and (ii) consult, coordinate, and collaborate with specified stakeholders when designing the universal newborn home visiting program. Contains provisions concerning grant awards for the establishment or expansion of local universal newborn home visiting programs; criteria for the selection of eligible service models; program requirements; program data collection and reporting; and other matters. Effective July 1, 2027.

Amends the Secretary of State Act. Provides that the Secretary of State shall establish a program to be known as the Blue Envelope Program through which the Office of the Secretary of State shall design and make publicly available blue envelopes that may be used by individuals who have been diagnosed with autism spectrum disorder to hold documents required for the operation of a motor vehicle. Sets forth additional requirements. Provides that an individual diagnosed with autism spectrum disorder may voluntarily participate in the program. Provides that any information provided on the outside of the envelope shall be used solely to support safe and effective communication during interactions with first responders and law enforcement officers and shall not be entered into any federal, State, or local database. Provides that the Secretary of State may adopt rules to implement and administer the program.

Amends the Criminal Code of 2012. Provides that the statute prohibiting elephants from performing in traveling animal acts applies to "covered animals" rather than just elephants. Defines "covered animal" as any of the following animals, and hybrids of those animals: (1) elephantidae; (2) felidae, but excluding a domestic cat; (3) non-human primate; or (4) ursidae. Provides that the provisions of the amendatory Act are in addition to, and not in lieu of, any other laws protecting animal welfare. Provides that the provisions may not be construed to limit any State law or rules protecting the welfare of animals or to prevent a unit of local government from adopting and enforcing its own animal welfare ordinances and regulations. Contains a severability provision. Effective July 1, 2026.

Amends the Consumer Fraud and Deceptive Business Practices Act. Provides that a grocery store that offers a digital coupon to consumers shall make available a corresponding paper coupon of equal value. Provides that the paper coupons shall be easily accessible at the service desk and may also be placed in other locations around the store. Provides that a grocery store that violates the requirement commits an unlawful practice within the meaning of the Act.

Creates the Buy-Now-Pay-Later Loan Regulation Act. Provides that it is unlawful for a person to act as a buy-now-pay-later lender unless the person registers with the Division of Financial Institutions of the Department of Financial and Professional Regulation. Sets forth requirements for registration; duties and powers of the Secretary of Financial and Professional Regulation; and administrative procedures. Provides that a buy-now-pay-lender shall provide specified disclosures to recipients. Provides that a violation of the Act constitutes an unlawful practice under the Consumer Fraud and Deceptive Business Practices Act. Amends the Consumer Fraud and Deceptive Business Practices Act to make a conforming change.

Provides that it shall be deemed a violation for a manufacturer, a distributor, a wholesaler, or other specified entity to distribute new motor vehicles directly to consumers or to circumvent franchise distribution obligations under the Act. Provides that it shall be deemed a violation for any manufacturer with an established franchise dealer network in the State to engage in the sale, lease, or servicing of new motor vehicles in a manner that bypasses or competes with the manufacturer's existing franchisee network. Makes conforming and other changes. Defines terms.

Amends the General Obligation Bond Act. Authorizes an additional $1,000,000,000 of State Pension Obligation Acceleration Bonds. Makes a conforming change. Amends the State Employees, State Universities, and Downstate Teachers Articles of the Illinois Pension Code. Extends the option for a participant to receive an accelerated pension benefit payment in lieu of any pension benefit or for a reduction in the increases to his or her annual retirement annuity and survivor's annuity to June 30, 2030 (instead of June 30, 2026). Effective immediately.
