Amends the Illinois Insurance Code. Makes a technical change in a Section concerning continuation of group hospital, surgical and major medical coverage after termination of employment or membership.

Amends the Children's Health Insurance Program Act, the Covering ALL KIDS Health Insurance Act, and the Illinois Public Aid Code. Provides that notwithstanding any other provision of any of those Acts to the contrary, the Department of Human Services or the Department of Healthcare and Family Services shall require an applicant for or recipient of benefits under any of those Acts to supply at least 2 consecutive pay stubs for the purpose of determining the applicant's or recipient's income eligibility for those benefits. Effective immediately.

Amends the Cigarette Tax Act and the Cigarette Use Tax Act. Provides that tax stamps sold on or after July 1, 2010 must be counterfeit-resistant and encrypted with certain information. Provides that the stamps shall (i) be produced in a secure facility certified in accordance with the security assistance standards established in 2005 by the American National Standards Institute and the North American Security Products Organization, (ii) incorporate a minimum of 4 layers of overt, semi-covert, and covert data, and (iii) instantaneously capture encrypted data. Requires distributors to acquire certain necessary equipment and provide the encrypted data to the Department of Revenue in the form and manner required by the Department. Requires the Department of Revenue to retain the data using a secure system. Provides that any distributor having stamped packages of cigarettes in his or her possession on July 1, 2010 may continue to possess, deliver, or distribute those stamped cigarettes. Effective immediately.
Amends the State Finance Act. Creates the Medicaid Fund Receipt Account within the General Revenue Fund. Provides that the receipt of all federal Medicaid reimbursement funds must be recorded as an entry in this account and that all such receipts must be expended solely for the purposes for which they were received and may not be expended or diverted for any other purpose.
Creates the Music Therapist License Act. Starting six months after the effective date of the Act, prohibits any person from practicing music therapy or presenting himself or herself as a music therapist in the State, unless he or she is licensed under the Act, falls within one of its enumerated exemptions, or has been issued a temporary permit. Establishes the Illinois Music Therapy Licensure Board. Requires the Department to authorize credentialing examinations through the Certification Board for Music Therapists (CBMT). Sets qualifications for licensure as a music therapist. Provides that a music therapy student or music therapy intern who practices music therapy must register with the Department and provide certain information. Provides for licensure without examination for a music therapist who is licensed in another state that has provisions at least as restrictive as the provisions of the Act or meets the requirements as a Board Certified Music Therapist established by the CBMT. Provides that persons who hold certain credentials as a music therapist shall be issued a license without meeting the examination or re-certification requirements if he or she submits a signed sworn statement that he or she shall become certified with the CBMT prior to the end of his or her first licensing cycle. Provides for the expiration, renewal, and restoration of music therapy licenses. Creates a continuing education requirement. Establishes grounds for disciplining a licensed therapist. Establishes limits on the use of advertising. Specifies criminal and civil penalties for violations. Limits the power of home rule units. Effective immediately.
Amends the State Finance Act concerning fiscal year limitations on spending. With respect to the authority that certain agencies now have to make payments from current appropriations for certain medical services provided in a previous fiscal year, terminates that authority on June 30, 2012.
Directs the Governor and the Department of Healthcare and Family Services to immediately submit a plan of implementation of the Deficit Reduction Act of 2005 to the federal Centers for Medicare and Medicaid Services for approval.
Amends the Covering ALL KIDS Health Insurance Act. Provides that to be eligible for benefits under the Act, an individual who is otherwise eligible must be either a United States citizen or included in one of certain specified categories of non-citizens. Provides that the Department of Healthcare and Family Services may, by rule, cover prenatal care or emergency medical care for non-citizens who are not otherwise eligible under these provisions. Provides that nothing in these provisions affects the eligibility status of a child enrolled in the program on the effective date of the amendatory Act. Effective immediately.
Amends the Higher Education Student Assistance Act. Makes changes to the police officer or fire officer survivor grant provisions. Removes the requirement that the police officer or fire officer be 90% to 100% disabled. Allows survivors of peace officers to also receive a grant. Effective immediately.
