Amends the Children's Health Insurance Program Act, the Covering ALL KIDS Health Insurance Act, and the Illinois Public Aid Code. In connection with eligibility for the KidCare and Covering ALL KIDS programs, sets an asset limit of $10,000, excluding the value of the child's residence and the value of a vehicle (other than a recreational vehicle) used for transportation. Makes changes concerning the reporting of changes in income and other circumstances that affect eligibility, and provides that a failure to report is a Class A misdemeanor with a maximum fine of $10,000 under the public assistance fraud provisions of the Illinois Public Aid Code; also provides for repayment of an amount equal to benefits that were wrongly received. Requires the Department of Healthcare and Family Services to promulgate rules necessary to implement the changes made by this amendatory Act. Further provides that the Department shall implement these rules by January 1, 2012. Makes the reporting, penalty, and rulemaking provisions also applicable to the FamilyCare program under the Children's Health Insurance Program Act. Effective immediately.

Amends the Mercury-added Product Prohibition Act. Makes a technical change in a Section concerning the manufacture of mercury fever thermometers.
Amends the Covering ALL KIDS Health Insurance Act in the provision concerning eligibility to provide that a child is not eligible for coverage under the Program if the child is an undocumented immigrant.
Amends the Personnel Code. Makes a technical change in a Section concerning conditions of employment for positions in the State service subject to the jurisdiction of the Department of Central Management Services.
Amends the Illinois Income Tax Act. Creates a credit for employers of individuals who were receiving unemployment benefits from the State for a period of at least 120 consecutive days immediately prior to the employee's date of hire with the taxpayer. Sets forth the amount of the credit based on the number of months during which the individual is employed by the taxpayer. Effective immediately.
Amends the Illinois Vehicle Code. Provides that a student may be transported in a multi-function school activity bus for any curriculum-related activity except for transportation from home to school or from school to home. Effective immediately.
Amends the State Finance Act. Creates the Medicaid Fund Receipt Account within the General Revenue Fund. Provides that the receipt of all federal Medicaid reimbursement funds must be recorded as an entry in this account and that all such receipts must be expended solely for the purposes for which they were received and may not be expended or diverted for any other purpose.
Amends the Department of Central Management Services Law of the Civil Administrative Code of Illinois. Provides that the Department shall maintain an online database of all requests for proposals from all State agencies and departments. Provides that the database shall include the requesting agency or department, the date the request is made, the closing date of the proposal, and a link to the actual request for proposal on the requesting agency's or department's website. Effective immediately.
Urges the Department of Healthcare and Family Services to establish a means by which undocumented children under the All KIDS health insurance program shall be documented.
Amends the Property Tax Code. Includes disabled persons within the provisions granting an assessment freeze homestead exemption to senior citizens and changes the title of the exemption to the Senior Citizens and Disabled Persons Assessment Freeze Homestead Exemption. Amends the State Mandates Act to require implementation without reimbursement by the State. Effective immediately.
