Amends the Toll Highway Act and the Code of Civil Procedure. Provides that no lien may be imposed on the real estate or personal estate, or both, of the party adjudicated liable in the amount of any debt due and owing to the Illinois State Toll Highway Authority for any toll or for any fine for failure to pay any toll.
Amends the Illinois Insurance Code. Provides that services provided by a licensed marriage and family therapist shall be covered on the same basis as services provided by licensed clinical social workers. Effective immediately.
Amends the Mechanics Lien Act. Provides that a person who would be entitled to a lien for furnishing materials or equipment for the construction upon or improvement to real property shall be entitled to a lien for the rental of materials or equipment used in that construction or improvement. Effective immediately.
Amends the Higher Education Student Assistance Act. Makes a technical change in a Section concerning defaulting on a loan.
Congratulates the Lancers marching band of Lake Park High School on winning the 2003 Illinois State championship.
Amends the Illinois Income Tax Act. Removes language that terminates the earned income tax credit with taxable years ending on or before December 31, 2002. Exempts the credit from the sunset requirements. Effective immediately.
Amends the Illinois Vehicle Code. Provides that the brakes of a boat trailer with a gross weight of over 3,000 pounds do not have to be operable by the driver of the towing vehicle from its cab. Provides that the brakes must be designed to ensure that, in case of the accidental breakaway of a towed boat trailer over 5,000 pounds, the brakes are automatically applied.
Amends the Downstate Forest Preserve District Act. Provides that the affirmative vote of 6/7 of all the board members of a forest preserve district is required to vacate a street, roadway, or driveway if the board members are elected from a district whose boundaries are co-extensive with the boundaries of a county having a population of more than 800,000 but less than 3,000,000. Effective immediately.
