Amends the Downstate Teachers Article of the Illinois Pension Code. Provides that, when assessing payment for any amount due for earnings increases in excess of 6%, the System shall exclude earnings increases as a result of a change in salary due to National Board Certification. Effective immediately.
Amends the Counties Code. Provides that a county treasurer may, after receiving approval from the county board, establish an escrow fund for the safekeeping of moneys paid to the treasurer on behalf of property taxpayers. Protects money in these funds from judgment, attachment, execution, and seizure for the satisfaction of debts. Authorizes county treasurers to establish terms and conditions relating to these funds. Requires interest earned on these funds to be paid to the county treasury to offset administrative costs. Amends the Code of Civil Procedure to exempt qualified moneys in these funds from judgment, attachment, execution, and seizure for the satisfaction of debts. Effective immediately.
Amends the Illinois Public Aid Code. Adds a provision concerning drug testing under the medical assistance program. (Contains only a Section caption.)

Amends the Condominium Property Act and the General Not For Profit Act. Provides that: in the event of a proposed sale of a condominium unit, or a proposed sale of a unit in a common interest community or homeowners' association, by a unit owner other than the developer to a 501(c)(3) organization that intends to lease the unit for the purpose of providing affordable housing, the unit owner must disclose the proposed sale to the board of managers, or to the board of directors in the instance of a common interest community or homeowners' association, and request issuance of a certificate approving the sale to the 501(c)(3) organization for that purpose for as long as the 501(c)(3) organization owns the property; if the board approves the sale and issues a certificate approving the sale, the unit owner must record the certificate with the recorder; and a 501(c)(3) organization may not lease a unit for the purpose of providing affordable housing unless those requirements have been met.
Creates the National Teaching Academy Act. Contains only a short title provision.
Amends the School Code. Makes a technical change in the State aid formula provisions concerning the computation of general State aid.
