TITLE INSURANCE-NAMED PARTIES

Amends the Title Insurance Act. Provides that for each residential mortgage loan transaction in which a title insurance company, title insurance agent, or independent escrowee engages in title insurance business, the title insurance company, title insurance agent, or independent escrowee engaging in such business shall file with the Secretary of Financial and Professional Regulation, on a form prescribed by the Secretary, the names and license or registration numbers of each financial institution, residential mortgage licensee, loan originator, real estate appraiser, real estate licensee, and closing agent involved in the residential mortgage loan transaction. Provides that the form shall be filed with the Secretary no later than 7 days after the closing of the transaction. Provides that a title insurance company, independent escrowee, or title insurance agent that makes reasonable efforts to comply with the provision shall not be subject to disciplinary action or liability arising from the completeness or accuracy of information contained in the disclosure. Makes other changes. Effective immediately.

PEN CD-CHGO TCHR-ANNUAL INCR

Amends the Chicago Teacher Article of the Illinois Pension Code. Accelerates the initial annual increase in retirement pension to the January following the first anniversary of retirement. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

MEDICAID-NURSING HOME RATES

Amends the Illinois Public Aid Code. In provisions concerning Medicaid rates for nursing homes, provides that for facilities licensed by the Department of Public Health under the Nursing Home Care Act as skilled nursing facilities or intermediate care facilities, the support component of the rates taking effect on July 1, 2008 shall be computed using the most recent cost reports on file with the Department of Healthcare and Family Services no later than April 1, 2006, updated for inflation to January 1, 2007. Provides that facilities shall have the support component of their Medicaid rate computed every year using the most recent cost reports on file with the Department of Healthcare and Family Services no later than April 1, 2 years prior to the year in which the new rate takes effect, updated for inflation to January 1 of the year prior to the year in which the new rate takes effect. Effective immediately.

MEDICAID-NURSING HOME RATES

Amends the Illinois Public Aid Code. In provisions concerning a workgroup formed by the Department of Healthcare and Family Services in connection with Medicaid nursing home rates, provides that the workgroup shall oversee the implementation of (instead of implement) a reimbursement methodology based upon the federally mandated resident assessment instrument. Provides that the workgroup shall meet at the call of the Director of Healthcare and Family Services. Provides that the workgroup shall prepare additional recommendations as requested.

PEN CD-MUNICIPALITY AS WITNESS

Amends the Downstate Police and Downstate Firefighter Articles of the Illinois Pension Code. Allows the employer municipality to appear at a hearing involving officers or members of the police department and officers or members of the fire department as a matter of right. Effective immediately.

ST CONTRACTOR INTERESTS

Amends the Illinois Procurement Code. Provides that State officers and employees prohibited from obtaining State contracts may not receive legal, banking, consulting, or other fees related to State government bond issuances. Prohibits waivers from the prohibition. Prohibits State contractors with contracts with an annual aggregate value of more than $25,000 from making political contributions to the executive branch constitutional officers responsible for awarding the contracts. Establishes penalties for violations. Requires that each State contract bid or offer in excess of $10,000 annual value must be accompanied by a disclosure of the bidder's or offeror's political contributions to the executive branch constitutional officer responsible for awarding the contract. Authorizes the State Comptroller to refuse payments under contracts for which those disclosures were not made. Makes other changes.

PEN CD-CHGO POL-SALARY

Amends the Chicago Police Article of the Illinois Pension Code to base retirement benefits on the highest 36 months, rather than 4 years, of salary within the last 10 years of service, for persons retiring on or after January 1, 2008. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

RAILROAD POLICE-MISCONDUCT

Amends the Railroad Police Act. Requires allegations of abuse of authority or misconduct by members of a railroad police force to be investigated by the Illinois State Police. Amends the Illinois Vehicle Code. Exempts elected representatives of rail employers from the restrictions concerning trespassing on railroad property. Provides that the listed persons shall be exempt from the restrictions while performing required duties in accordance with reasonable rail carrier company guidelines, engaging in safety inspections, or exercising a right under the federal Railway Labor Act (instead of only while performing required duties in accordance with reasonable rail carrier company guidelines).
