Amends the Environmental Protection Act. Provides that, beginning October 1, 2011, hypodermic needles, intravenous needles, and other medical needles may not be disposed of in a landfill, unless they are rendered unrecognizable by treatment. Also makes technical changes.

Appropriates $4,500,000 from the General Revenue Fund to the State Board of Education for the Grow Your Own Teacher Education Initiative. Effective July 1, 2009.

Amends the Title Insurance Act. Provides that, for each residential mortgage loan transaction involving residential real property in which a title insurance company, title insurance agent, or independent escrowee engages in handling of escrows, settlements, or closings, the title insurance company, title insurance agent, or independent escrowee may not disburse any proceeds of a residential mortgage loan until the title insurance company, title insurance agent, or independent escrowee has received from the person or entity making the residential mortgage loan, or any other person or entity to the transaction, the names and license or registration numbers, if applicable, of each financial institution, residential mortgage licensee, loan originator, loan processor, real estate appraiser, and real estate licensee involved in the residential mortgage loan transaction. Requires that the title insurance company, title insurance agent, or independent escrowee that disbursed the proceeds of a residential mortgage loan must file with the Secretary the names and license or registration numbers, if applicable, of each financial institution, residential mortgage licensee, loan originator, loan processor, real estate appraiser, and real estate licensee involved in the residential mortgage loan transaction. Provides that a title insurance company, title insurance agent, or independent escrowee may not be subject to any liability or be subject to disciplinary action for any inaccurate or false information contained in the disclosure if the inaccurate or false information is provided to the title insurance company, title insurance agent, or independent escrowee by the person or entity making a residential mortgage loan or any other person or entity to the residential loan transaction. Effective immediately.
Amends the Criminal Code of 1961. In provisions concerning the offense of unlawful visitation interference, changes the name of the offense to unlawful parenting time interference and changes references from "visitation" to "parenting time"; also adds references to "custody time". Amends the Illinois Marriage and Dissolution of Marriage Act. Provides for the enforcement of parenting time (instead of visitation) orders and a process to address parenting time abuse (instead of visitation abuse). Provides that parenting time may arise from court ordered visitation, parenting time, custody, or joint custody. Changes the name of the activity to parenting time (instead of visitation).
Appropriates $500,000 from the General Revenue Fund to the Department of Healthcare and Family Services for grants to the Gilead Outreach and Referral Center. Effective July 1, 2010.
Condemns the enactment of Arizona's SB 1070, legislation that will foster racial profiling, drive a wedge between police and communities of color, and diminish the effectiveness of law enforcement.
Creates the Green Jobs Training Fund Act. Creates the Green Jobs Training Fund as a special fund in the State Treasury. Provides that the purpose of the Fund shall be to support the development and implementation of worker skills training and education programs in energy efficiency and renewable energy industries. Authorizes the Director of Labor to use money from the Fund to establish 2 competitive grant programs: (i) an Energy Training Partnership Grant program, which would authorize the Director to award grants to eligible entities in order to produce economically self-sufficient program participants and a skilled workforce for eligible industries and (ii) a Pathways out of Poverty Grant program, which would authorize the Director to award grants to eligible entities that meet certain requirements. Limits grants made under either of these programs to $500,000 total over no more than 2 years. Requires the Department of Labor to report certain information to the General Assembly and Governor each year.
Amends the Sex Offender Registration Act. Provides that a person is required to register as a sex offender who was not previously required to register before the effective date of this amendatory Act because the sex offense that the person committed occurred before a specified date. Requires that person to register within 5 days after the effective date of this amendatory Act. Provides that if the person is confined, institutionalized, or imprisoned in Illinois on or after the effective date of this amendatory Act, he or she shall register in person with the local law enforcement agency within 5 days of discharge, parole, or release. Provides for the duration of the registration. Effective immediately.
