Amends the Unified Code of Corrections. Provides that a prisoner in a Department of Corrections facility who is serving a sentence for the offense of domestic battery or aggravated domestic battery committed on or after the effective date of the amendatory Act shall receive no good conduct credit and shall serve the entire sentence imposed by the court.

Amends the Pharmacy Practice Act. Changes the definition of "practice of pharmacy" to permit a pharmacist to vaccinate a patient 7 years (instead of 14 years) of age and older pursuant to a valid prescription or standing order. Effective immediately.
Amends the Illinois Roofing Industry Licensing Act. Provides that a building permit applicant must present a government-issued photo identification along with the building permit application and the official issuing the building permit shall maintain a copy of the photo identification in the building permit file. Effective immediately.
Amends the Chicago Teacher Article of the Illinois Pension Code. Provides that a retired teacher may be re-employed as a teacher on a temporary and non-annual basis or on an hourly basis without loss of pension, so long as the person does not accept more than $10,000 in gross compensation for that re-employment in a school year. Requires the pensioner to notify the Fund and the Board of Education of his or her intention to accept re-employment. Requires the Board of Education to certify the pensioner's status and compensation to the Fund. Requires the Board of the Fund to adopt rules for implementation. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Regulatory Sunset Act. Extends the repeal date for the Medical Practice Act of 1987 from December 31, 2012 to December 31, 2022. Contains revisory changes. Effective immediately.
Amends the Wholesale Drug Distribution Licensing Act. Provides that any person who practices, offers to practice, attempts to practice, or holds oneself out to practice as a wholesale drug distributor or pharmacy distributor without being licensed under the Act shall pay a civil penalty to the Department of Financial and Professional Regulation in an amount not to exceed $10,000 (instead of $5,000) per violation for each offense. Provides that any pharmacy investigator authorized by the Department has the right of entry that includes the business premises of a person licensed pursuant to the Act. Permits the authorized pharmacy investigator unfettered access to the entire business premises. Provides that the most recent 12 months of record must be kept on the premises where the drugs are stored. Allows the Department to take action, including imposing fines not to exceed $10,000 per violation, if the individual meets the requirements for grounds for disciplinary action. Provides that if any person violates the provisions of the Act, the Secretary may petition for an order enjoining the violation or for an order enforcing compliance with the Act. Provides that the Department may issue a rule to show cause why an order to cease and desist shall not be entered against that person. Makes other changes. Amends the Regulatory Sunset Act to extend the repeal of the Wholesale Drug Distribution Licensing Act from January 1, 2013 to January 1, 2023. Effective immediately.
Amends the Cook County Forest Preserve District Act. Provides that a forest preserve district may establish procedures to comply with certain regulations regarding affirmative action and the use of small businesses or businesses owned by minorities or women in construction and procurement contracts. Effective immediately.
Amends the Administration Article of the Illinois Public Aid Code. Provides that the Public Assistance Emergency Revolving Fund shall be held for the additional following purpose: to provide immediate payment of fees (i) to sheriffs and other public officials authorized by law to serve process in judicial and administrative child support actions in the State of Illinois and other states; (ii) to county clerks, recorders of deeds, and other public officials and keepers of real property records in order to perfect and release real property liens; and (iii) to State and local officials in connection with the processing of Qualified Illinois Domestic Relations Orders. Includes the Child Support Administrative Fund as a receiving fund for expenditures from the Public Assistance Emergency Revolving Fund. Effective immediately.
Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Provides that the Department shall cause to be established an easily accessible online database for the purpose of compiling research expertise, intellectual property, and ongoing sponsored research projects at academic institutions across the State.
Amends the Criminal Code of 1961 in relation to child sex offenders residing or being present near certain places. Changes the definition of "child sex offender" to provide that the victim is a person under 18 years of age at the time of the offense. Changes the definition of "sex offense" to include forcible detention, custodial sexual misconduct, sexual misconduct with a person with a disability, sexual relations within families, promoting prostitution (other than arranging or offering to arrange a situation in which a person may practice prostitution), grooming, traveling to meet a minor, and permitting sexual abuse of a child.
