ARCHITECTURE-QUALIFICATIONS

Amends the Illinois Architecture Practice Act of 1989. Provides that on or after January 1, 2014 and until January 1, 2016, a person who has graduated with a pre-professional 4-year baccalaureate degree in architecture and has completed such diversified professional training, including academic training, as is required by rules of the Department, and has begun, but has not yet completed, the examination requirements set forth under Section 12 of this Act prior to January 1, 2014, may apply for licensure with the Department upon completion of the requirements under Section 12 of the Act.

DIETITIAN NUTRITIONIST-VARIOUS

Amends the Dietitian Nutritionist Practice Act. Provides that a "medically prescribed diet" may only be performed as initiated by or in consultation with a physician licensed under the Medical Practice Act of 1987 acting within the scope of his or her practice. Effective immediately.

DHS-TANF-ASSET DISREGARDS

Amends the Temporary Assistance for Needy Families Article of the Illinois Public Aid Code. In a provision concerning eligibility for benefits under the Temporary Assistance for Needy Families program, provides that the Department of Human Services shall disregard the value of all assets held by the family. Effective immediately.

PROBATION-REDEPLOY IL

Amends the Probation and Probation Officers Act. Provides that in a county with a population exceeding 2,000,000, the Redeploy Illinois Oversight Board may authorize the Department of Human Services to enter into an agreement with that county to reduce the number of commitments by the same percentage as is required by this Section of other counties, and with all of the same requirements of the Act, including reporting and evaluation, except that the agreement may encompass a clearly identifiable geographical subdivision of that county. Provides that the geographical subdivision may include, but is not limited to, a police district or group of police districts, a geographical area making up a court calendar or group of court calendars, a municipal district or group of municipal districts, or a municipality or group of municipalities.

RECOGNIZE BORINQUENEERS

Recognizes the United States 65th Infantry Regiment (the Borinqueneers) for their painful sacrifices, selfless service, gallantry in battle, great contributions, and steadfast loyalty to our nation and urges Congress and the President to award the Congressional Gold Medal to the Borinqueneers of the U.S. 65th Infantry Regiment.

MECH LIEN-FORFEITURE NOTICE

Amends the Illinois Mechanics Lien Act. Adds, to the provisions concerning a written demand by an owner of real estate to a mechanics lienholder stating that the lienholder must file suit within 30 days or the lien is forfeited, the requirement that this express warning be included in the written demand: the failure to respond to the notice within 30 days after receipt of the notice results in forfeiture of the lien.

PEN CD-ART 5-BOARD

Amends the Chicago Police Article of the Illinois Pension Code. Removes limitations on the rank of policemen who may serve on the board of trustees. Provides that the members of the board of trustees employed by the City (rather than specifying certain policemen) shall be detailed by the Police Superintendent to the office of the board for the duration of their terms as trustees. Makes changes in provisions concerning election of the policemen members. Effective immediately.

PEN CD-CHI TCHR-HEALTH COSTS

Amends the Chicago Teacher Article of the Illinois Pension Code. Provides that beginning in fiscal year 2013, the $65,000,000 base limitation on total payments for health insurance shall increase annually by the unadjusted percentage increase (but not less than zero) of the weighted average of medical care services and medical care commodities in the consumer price index-u for the 12 months ending March 1 of the previous fiscal year. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
