PHARMACY-UNUSED PRESCRIPTIONS

Amends the Pharmacy Practice Act. Provides that any pharmacy with more than one retail location operating in this State shall collect and discard unused prescription medications, including, but not limited to, controlled substances, from residential sources in accordance with State and federal laws, including the federal Controlled Substances Act and any regulations issued pursuant thereto. Effective immediately.

Amends the Medical Practice Act of 1987. Provides for the licensure of naturopathic physicians. Makes conforming changes in various other Acts. Effective immediately.

HUMANE ANIMAL EUTHANASIA

Amends the Humane Euthanasia in Animal Shelters Act. Changes references from "Director" to "Secretary". Removes a requirement for certified euthanasia technicians to renew his or her certification every 5 years. Makes changes to provisions concerning investigations, hearings, certification of record, criminal penalties, confidentiality, and surrender and restoration of certificates. Provides that the Secretary of Financial and Professional Regulation may summarily suspend the certificate of a euthanasia agency or euthanasia technician without a hearing, simultaneously with the institution of proceedings for a hearing, if the Secretary finds that the evidence indicates that the continued practice of the certified euthanasia agency or technician would constitute cruelty or an imminent danger to the public. Makes other changes. Effective immediately.

FIRE SPRINKLER ACT-EXEMPTION

Amends the Fire Sprinkler Contractor Licensing Act. Provides that after January 1, 2017, no initial licenses shall be issued under provisions allowing certain individuals to be exempt from the requirements of the Act. In provisions concerning licensing requirements and designated certified person requirements, changes references from "fire protection technology automatic sprinkler system layout" to "water-based (formerly automatic sprinkler) systems layout". Effective immediately.

IHDA-RENTAL HOUSING PROGRAM

Amends the Rental Housing Support Program Act. In a provision concerning the Rental Housing Support Program, provides that the Illinois Housing Development Authority shall distribute amounts for the Program solely from annual receipts on deposit in the Rental Housing Support Program Fund that are appropriated in each year for distribution by the Authority for the Program, and not from any other source of funds for the Authority (rather than the Authority shall distribute amounts appropriated for the Program from the Rental Housing Support Program Fund and any other appropriations provided for the Program). Defines "annual receipts" to mean revenue derived from the Rental Housing Support Program State surcharge from July 1 to June 30. Provides that the Authority shall perform annual reconciliations of all distributions made in connection with the Program and may offset future distributions to balance geographic distribution requirements. Effective immediately.
