Congratulates Treatment Alternatives for Stronger Communities (TASC) on its 50th anniversary. Extends best wishes to TASC for continued success in advancing effective, accountable, and compassionate alternatives to incarceration.
Amends the Administration Article of the Illinois Public Aid Code. Provides that disbursements shall be made from the Public Aid Recoveries Trust Fund for the payment of contingency fees to third-party entities that the Office of Inspector General authorizes to conduct payment recapture audits and other specified audits under the medical assistance program.
Amends the Freedom of Information Act. Includes the judicial body and its components in the definition of "public body". Defines "public records" when that term is associated with the judicial body and its components. Exempts from inspection and copying (i) records of the judicial body and its components that pertain to the preparation of judicial opinions and orders or judicial work product and (ii) records that are privileged or confidential under the Illinois Code of Judicial Conduct or the Illinois Rules of Professional Conduct. Provides that a person whose request to inspect or copy a public record was denied or treated as a voluminous request by the judicial body and its components may not file a request for review with the Public Access Counselor.
Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois. Requires the Department of Public Health to establish the Abortion Access Fund Grant Program to award grants from the Abortion Access Fund to support access to abortion care services throughout the State. Provides that grants awarded under the Program shall only be used to fund abortion services for which the use of federal funds is prohibited for patients who are uninsured or underinsured with respect to those services. Allows the Department to establish rules necessary to implement the Abortion Access Fund Grant Program, including eligibility criteria, grant limits, application standards, requirements for the distribution and obligation of grant funds, accounting for the use of the funds, and standards for monitoring compliance with the requirements of the Program. Amends the State Finance Act to create the Abortion Access Fund as a special fund in the State treasury. Amends the Illinois Health Benefits Exchange Law. Requires specified health insurance issuers that have offered one or more qualified health plans through the Illinois Health Benefits Exchange to report to the Department of Insurance an accounting of receipts, disbursements, transfers of funds between accounts, total dollar claims paid, accrued interest, and the year-end balance for each reporting year for the separate allocation accounts that the issuer has established under specified provisions of federal law for abortion services for which federal funding is prohibited. Establishes further reporting requirements for health insurance issuers. Provides that, if the amount of premiums collected during the plan year for abortion services for which federal funding is prohibited exceeds total claims paid for such services rendered during the plan year, the Director of Insurance shall order the health insurance issuer to transfer funds, and the issuer shall complete the transfer, to the Abortion Access Fund. Makes other changes. Effective immediately.
Amends the Consumer Fraud and Deceptive Business Practices Act. Provides that it is an unlawful practice within the meaning of the Act for a business to offer a consumer a different purchase price for the same product based solely on whether the consumer purchases the product at a physical location operated by the business or through a website or mobile application operated by the business, if the business maintains: (1) a physical location in the State where a consumer may purchase products; and (2) a website or mobile application that allows a consumer to purchase a product and pick up the product at a physical location. Provides that nothing in the provision shall be construed to prohibit a business from offering a coupon, discount, promotion, or sale for a product if the discounted price is offered on equal terms to a consumer who purchases the product at a physical location operated by the business and to a consumer who purchases the product through a website or mobile application operated by the business.
Amends the Illinois Insurance Code. Requires an individual or group policy of accident and health insurance amended, delivered, issued, or renewed in the State after June 1, 2026 to provide coverage for expenses for standard fertility preservation services and follow-up services related to that coverage. Defines "standard fertility preservation services" as procedures based upon current evidence-based standards of care established by the American Society for Reproductive Medicine, the American Society of Clinical Oncology, or other national medical associations that follow current evidence-based standards of care. Makes conforming changes in the State Employees Group Insurance Act of 1971, the Counties Code, the Illinois Municipal Code, the School Code, the Health Maintenance Organization Act, the Limited Health Service Organization Act, and the Illinois Public Aid Code. Effective immediately.
Amends the Illinois Procurement Code. Provides that, in the case of a contract to supply a State agency with any product or service procured under the Code, the bidder or offeror shall certify, before the contract is awarded, renewed, amended, or extended, that the bidder or offeror does not sell products or provide services to the United States Department of Homeland Security, United States Immigration and Customs Enforcement, or United States Customs and Border Protection that are used in immigration enforcement actions. Provides that a State agency shall reject a bid from a bidder or offeror if the bidder or offeror certifies that the bidder or offeror sells products or provides services to the United States Department of Homeland Security, the United States Immigration and Customs Enforcement, or the United States Customs and Border Protection that are used in immigration enforcement actions. Defines "immigration enforcement action". Effective immediately.
Amends the Chicago Teacher Article of the Illinois Pension Code. Provides that beginning in State fiscal year 2027, the State (instead of the Chicago Board of Education) shall contribute for each of fiscal years 2027 through 2059, a minimum contribution to the Fund in an amount determined by the Fund to be sufficient to bring the total assets of the Fund up to 90% of the total actuarial liabilities of the Fund by the end of fiscal year 2059. Provides that, in making these determinations, the required contribution shall be calculated each year as a level percentage of the applicable employee payrolls over the years remaining to and including fiscal year 2059 and shall be determined under the projected unit credit actuarial cost method. Amends the School Code to make a conforming change in provisions concerning evidence-based funding. Effective immediately.
Amends the Unified Code of Corrections. Provides that all institutions and facilities of the Department of Corrections shall not deny the distribution of original physical mail to committed persons after such incoming mail has undergone inspection and it has been determined that the mail does not pose a threat to the security or safety of the institution or facility, personnel of the Department, or committed persons. Defines "threat to the security or safety of the institution or facility".
Appropriates $300,000 from the General Revenue Fund to the Department of Public Health for grants to the Les Turner ALS Foundation for research on Amyotrophic Lateral Sclerosis (ALS). Effective July 1, 2025.
