Amends the School Code. Requires a school district to provide steroid abuse prevention education to students who participate in interscholastic athletic programs.

PUBLC AID-TASK FORCE ON ACCESS

Creates a Task Force on Access to Benefits and Services to thoroughly review and analyze policies and procedures concerning applications and determinations of eligibility for cash assistance, food stamps, and medical assistance provided under the Illinois Public Aid Code and the Children's Health Insurance Program Act.

SOCIAL WRKR MEDICAID TASK FORC

Establishes a Social Worker Medicaid Reimbursement Task Force to study the benefits of including licensed clinical social workers in all settings as Medicaid mental health providers.

GOOD SAM ENERGY ASSISTANCE

Amends the Good Samaritan Energy Plan Act. Provides for the deposit into the Good Samaritan Energy Trust Fund of other moneys from any source that are designated for the Fund. Provides that the Department of Commerce and Economic Opportunity may contract with a tax-exempt not-for-profit charitable organization to administer the Fund, in order to make donations to the fund tax-deductible. Effective immediately.

CRIM ID-EXPUNGEMENT-TECH

Amends the Criminal Identification Act. Makes a technical change in the Section concerning policing bodies furnishing fingerprints and descriptions of persons arrested to the Department of State Police and relating to the expungement of arrest records and the sealing of the records of the clerk of the circuit court.

MEDICAID PSYCHOLOGIST SERVICES

Amends the Illinois Public Aid Code. Under the Medicaid program, authorizes the Department of Public Aid to provide for the services of persons licensed as a clinical psychologist, clinical social worker, or clinical professional counselor in supplying medical assistance. Prohibits the Department's rules from requiring that services for a specific Medicaid recipient provided by a licensed clinical psychologist, licensed clinical social worker, or licensed clinical professional counselor be recommended by a physician. Effective immediately.

FIN REG-DEBT MGMT SERVICE DEF

Amends the Debt Management Services Act. In language defining "debt management service" as the planning and management of the financial affairs of a debtor for a fee and the receiving of money from the debtor for the purpose of distributing it to the debtor's creditors in payment or partial payment of the debtor's obligations or soliciting financial contributions from creditors, adds language providing that the distribution may be made directly or indirectly. Effective immediately.

HIGH ED-DUAL ENROLLMENT PROGRM

Amends the Board of Higher Education Act. Allows the Board of Higher Education, in cooperation with the Illinois Community College Board, to establish a pilot program that would enable a student to hold dual enrollment status by attending a public community college and a public university at the same time.
