Amends the Child Care Act of 1969. Removes the requirement that the Illinois Department of Children and Family Services must make the comprehensive list of unsafe children's products available to those facilities that do not have Internet access. Effective immediately.

Amends the Restroom Access Act. Makes a technical change in a Section concerning the short title.
Amends the Medical Assistance Article of the Illinois Public Aid Code. Provides that a dental desensitization program that aims to allay the fears and anxieties of dental patients, age 5 through 21, who have a developmental disability or mental illness by familiarizing such patients with the surroundings, tools, and procedures of the dental office or clinic during a comprehensive patient walk-through shall be covered under the State's medical assistance program for persons who are otherwise eligible for medical assistance under the Code. Effective immediately.
Creates the Prenatal and Neonatal Congenital Toxoplasmosis Prevention and Treatment Act. Sets forth definitions. Provides that health care professionals shall provide counseling for Toxoplasmosis and testing for T. gondii when providing care to a pregnant woman during her pregnancy, unless the woman has been diagnosed prior to the pregnancy or she refuses, and during her delivery, unless she has already been determined to be IgG positive and chronically infected or she refuses. Sets forth circumstances under which every health care professional or facility caring for a newborn infant shall provide counseling and perform Toxoplasmosis testing. Sets forth subject matter requirements for the counseling required under the Act. Provides that consent for testing of a newborn infant shall be presumed when a health care professional or facility seeks to perform a test on a newborn infant whose mother's Toxoplasmosis status is unknown, provided that mandated counseling has taken place. Provides that the Department of Public Health shall adopt necessary rules to implement the Act. Effective immediately.
Amends the Arthritis Prevention, Control, and Cure Act. Makes a technical change in a Section concerning the short title.
Amends the Alternative Health Care Delivery Act. Makes a technical change in the Section concerning definitions.
Amends the Illinois Insurance Code to include in the requirement for diabetes self-management training and education coverage, coverage for the treatment of pain associated with complications of diabetes, including, but not limited to, diabetic peripheral neuropathy.
Amends the Property Tax Code. Provides that a Section of the Code requiring tax purchasers to either reimburse any governmental agency that has an interest in the property as a result of certain advancements made from public funds or obtain a waiver of the lien applies to (i) interests held by the State as well as cities, villages, incorporated towns, and other units of local government that provide water or sewer service and (ii) interests based on the provision of water or sewer services.
Amends the Code of Civil Procedure. Exempts a municipality with more than one million inhabitants from the requirement that a copy of the notice of foreclosure must be sent to the municipality in which the foreclosed property is located. Effective immediately.
Amends the Disabled Persons Rehabilitation Act. Requires the Department of Human Services to make its annual report to the Governor on the existing condition of comprehensive rehabilitation services, habilitation, and rehabilitation in the State publicly available on the Department's website no later than the first day of January of each year. Removes language concerning the payment rates for personal care attendants. Requires the Department of Human Services to post on its website a copy of its joint report with the Department on Aging concerning specified programs and services no less than 3 calendar days after the report is submitted to the Governor and the General Assembly.
