SCH CD-BULLYING POLICY

Amends the School Code in provisions concerning bullying prevention. Sets forth definitions for "policy on bullying" and "restorative measures". Makes changes concerning the creation, maintenance, and implementation of a policy on bullying. Deletes the requirement that each school district, charter school, and non-public, non-sectarian elementary or secondary school must communicate its policy on bullying to its students and their parent or guardian on an annual basis. Provides that on an annual basis, school districts, charter schools, and non-public, non-sectarian schools are required to collect, maintain, analyze, and submit to the State Board of Education data relating to the prevalence of bullying within the school district or non-public, non-sectarian elementary or secondary school, as well as the climate of the school district or non-public, non-sectarian elementary or secondary school. Moves the provision concerning the right to exercise free expression or the free exercise of religion or religiously based views protected under the United States and Illinois Constitutions. Effective immediately.

FARMERS MKT LOCAL REG LIMITS

Amends the Food Handling Regulation Enforcement Act. Provides that regulation of farmers' markets by local authorities may be no more stringent than the regulation established by the Department of Public Health. Establishes a framework for the regulation of food samples. Makes a corresponding change in the Sanitary Food Preparation Act. Imposes requirements for disclosure of product origin with respect to specialty crops and raw agricultural commodities. Authorizes a State-certified local public health department to impose a fee in connection with the registration of a cottage food operation. Effective immediately.

SCH CD-TEACHING EXCELLENCE PRO

Amends the Educator Licensure Article of the School Code with respect to the Illinois Teaching Excellence Program. Removes language that provides that the monetary assistance and incentives that qualified educators are eligible for must be based on outlined priorities; makes related changes. Removes from monetary assistance the fee for the National Board for Professional Teaching Standards' Take One! for up to 500 qualified educators. Adds, as monetary assistance, a maximum of $1,000 towards the National Board for Professional Teaching Standards' renewal application fee. Removes the annual incentive equal to $1,500 paid to each qualified educator who holds both a National Board for Professional Teaching Standards designation and a current corresponding certificate issued by the National Board for Professional Teaching Standards, who is employed in a school district, and who agrees, in writing, to provide 30 hours of mentoring or National Board for Professional Teaching Standards professional development or both during the school year to teachers or school counselors in a poverty or low-performing school. Provides that funds must be dispersed on a first-come, first-serve basis, with priority given to poverty or low-performing schools. Removes language requiring mentoring to include mentoring of National Board for Professional Teaching Standards Take One! participants. Provides that funds may be used for instructional leadership training for qualified educators interested in supporting implementation of the Illinois Learning Standards or teaching and learning priorities of the State Board of Education or both. Effective July 1, 2014.

SCH CD-CHARTER SCH-ENG LEARNER

Amends the Charter Schools Law of the School Code. Requires a charter school to comply with all federal and State laws and rules applicable to public schools that pertain to special education and the instruction of English language learners. Effective immediately.

HEALTH ED-CPR/AED TRAINING REQ

Amends the Critical Health Problems and Comprehensive Health Education Act. Provides that training on how to properly administer cardiopulmonary resuscitation and how to use an automated external defibrillator shall be included as a basis for health education curricula in all secondary schools in this State and shall be a prerequisite to receiving a high school diploma. Effective July 1, 2014.

PROBATE: SHORT-TERM GUARDIAN

Amends the Probate Act of 1975. Provides that the appointment of a short-term guardian shall terminate upon the appointment of a temporary custodian for the minor under certain provisions of the Juvenile Court Act of 1987.

CD CORR-JUVENILE AFTERCARE

Amends the Unified Code of Corrections. Provides that a person committed to the Department of Juvenile Justice after adjudication as a delinquent minor shall as a condition of parole either: (1) report to an agent of the Department of Corrections; or (2) report to an aftercare specialist of the Department of Juvenile Justice. Makes permanent the 6-year pilot program that was established in Cook County, DuPage County, Lake County, Will County, and Kane County for select paroled juvenile offenders. Makes the program applicable throughout the State. Provides that a paroled delinquent minor may, in the discretion of the Department of Juvenile Justice, either be required to report to a parole agent of the Department of Corrections or be assigned an aftercare specialist. Provides that the Department of Juvenile Justice shall provide training for and promulgate rules for the aftercare specialists providing supervision and services under the program to establish their authority with regard to participants who violate rules or conditions of parole, including service of warrants for alleged violations and the authority to arrest, detain, and transport participants to return them to Department custody for alleged violations of parole. Effective immediately.

WAGE PAYMENT AND COLLECTION

Amends the Illinois Wage Payment and Collection Act. Authorizes the Department of Labor to establish administrative procedures to adjudicate claims of any amount (removes a provision limiting the Department's authority to claims of $3,000 or less).

IDPH-BREAST CANCER EDUCATION

Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois. Sets forth the General Assembly's findings concerning breast cancer patient education. Provides that the Director of Public Health shall provide for the planning and implementation of an education campaign to inform breast cancer patients, especially those in racial and ethnic minority groups, anticipating surgery regarding the availability and coverage of breast reconstruction, prostheses, and other options. Provides that the campaign shall include the dissemination, at a minimum, on relevant State health Internet websites, including the Department of Public Health's Internet website, of certain information. Provides that beginning no later than 2 years after the effective date of the amendatory Act and continuing each second year thereafter, the Director shall submit to the General Assembly a report describing the activities carried out under the provision concerning breast reconstruction education during the preceding 2 fiscal years, including evaluating the extent to which the activities have been effective in improving the health of racial and ethnic minority groups.
