Amends the Illinois Cooperative Work Study Program Act. Makes a technical change in a Section concerning establishing a financial assistance program.

Amends the Illinois Public Aid Code. In a provision concerning income threshold amounts under the child care assistance program, provides that beginning in fiscal year 2015 the specified threshold must be no less than 200% of the then-current federal poverty level for each family size.
Amends the School Code. Makes technical changes in a Section concerning State goals and assessment.
Amends the Clinical Social Work and Social Work Practice Act. Provides that no fewer than 3 of the continuing education hours required by the Act must include content that relates to cultural competence in the practice of social work. Provides that no more than 50% of the continuing education hours may be obtained by a method other than face-to-face instruction or other experience, unless a waiver or variance is allowed. Effective immediately.
Amends the Economic Development for a Growing Economy Tax Credit Act and the Tax Increment Allocation Redevelopment Act in the Illinois Municipal Code. Provides that each taxpayer or business that receive an EDGE credit or distributions from a special tax allocation fund, or a portion of the proceeds from obligations secured by a special tax allocation fund, must post a sign in a conspicuous place in its business, or on its website, thanking taxpayers for subsidizing the business. Effective immediately.
Amends the Liquor Control Act of 1934. Makes a technical change in a Section concerning the short title.
Amends the P-20 Longitudinal Education Data System Act. Provides that if an audit or evaluation or a compliance or enforcement activity in connection with legal requirements that relate to State-supported or school district-supported educational programs requires or is used as the basis for granting access to personally identifiable information, the State Board of Education or a public school shall designate parties only under its direct control to act as authorized representatives to conduct the audit, evaluation, or activity. Limits the disclosure of personally identifiable information by the State Board or a public school with respect to (i) a contractor, consultant, or other party to whom the State Board or school has outsourced services or functions; (ii) a party conducting certain studies for or on behalf of the State Board or school; (iii) any party for a commercial use; or (iv) the provision of services other than contracting, studies, and audits or evaluations. Limits the maintenance of personally identifiable information and provides for disclosure and notification. Limits appending education records with personally identifiable information obtained from other federal or State agencies through data matches. Provides for civil penalties. Effective immediately.
Creates the Financial Literacy Task Force.
Amends the Public Utilities Act. Makes a technical change in a Section concerning the short title of the Telecommunications Article.
Amends the Hospital Services Trust Fund Article of the Illinois Public Aid Code. Provides that payments shall not be made for inpatient services under an All Patient Refined Diagnosis Related Groups (APR-DRG) payment system until individual hospitals have received 9 months of claims processed under the APR-DRG system. Provides that payments shall not be made for outpatient services under an Enhanced Ambulatory Procedure Grouping (EAPG) system until individual hospitals have received 9 months of claims processed under the EAPG system. Effective immediately.
