Amends the Employment of Strikebreakers Act. Provides that no person may knowingly contract with a day and temporary labor service agency to replace an employee during a strike or lockout.

Amends the Property Tax Code. Provides for a housing opportunity tax abatement program for the purpose of promoting access to housing near work and to alleviate the concentration of low-income households in areas of high poverty. Sets forth application procedures and requirements for obtaining an abatement. Applies in townships meeting certain requirements. Applies to tax years 2004 through 2014. Effective immediately.
Amends the Disabled Persons Rehabilitation Act. Makes a technical change in a Section concerning the powers and duties of the Department of Human Services.
Amends the School Code. In a provision concerning school counselors, removes the requirement that a school counselor must hold or be qualified for an elementary, secondary, or special K-12 teaching certificate. Effective immediately.
Encourages the General Assembly to promptly review and evaluate the Report on Waiver of School Code Mandates filed by the State Board of Education to determine if the Report should be disapproved in whole or in part.
Directs the State Board of Education and the Department of Human Services to extend the duration of the Illinois After-school Initiative, to be renamed the Illinois After-school Partnership, until 2006.
Requests that the Attorney General provide an opinion interpreting Section 1 of Article X of the Illinois Constitution regarding public school funding.
Names the State of Illinois Building at 160 North La Salle Street in Chicago the Michael Bilandic Building.
