Amends the Illinois Vehicle Code. Makes a technical change in a Section concerning a short title.

Amends the Criminal Code of 2012. Creates the offense of firearms trafficking. Provides that a person commits the offense when he or she has not been issued a currently valid Firearm Owner's Identification Card and knowingly brings, or causes to be brought, into the State, a firearm or firearm ammunition, or both, for the purpose of sale, delivery, or transfer to any other person or with the intent to sell, deliver, or transfer the firearm or firearm ammunition to any other person. Provides that firearms trafficking is a Class 1 felony for which the person, if sentenced to a term of imprisonment, shall be sentenced to not less than 4 years and not more than 20 years. Provides that firearms trafficking by a person who has been previously convicted of firearms trafficking, gunrunning, or a felony offense for the unlawful sale, delivery, or transfer of a firearm or firearm ammunition in this State or another jurisdiction is a Class X felony. Amends the Unified Code of Corrections. Provides that a period of probation, a term of periodic imprisonment or conditional discharge shall not be imposed when the person has been found guilty of firearms trafficking involving both a firearm and firearm ammunition. Provides that the court shall sentence the offender to not less than the minimum term of imprisonment for the offense. Effective immediately.

Designates September 11-18, 2016 as "Speed Week" in the State of Illinois.

Amends the Use Tax Act. Makes a technical change in a Section concerning the short title.

Amends the Election Code. Makes a technical change in a Section concerning the short title.

Amends the School Code. Provides that a separate tax shall be levied by the Chicago Board of Education for the purpose of making an employer contribution to the Public School Teachers' Pension and Retirement Fund of Chicago, at the rate of 0.26%; requires the proceeds from this separate tax to be paid directly to the Pension Fund. Makes a corresponding reduction in the rate limitation for the tax for general educational purposes. Effective immediately.

Amends the School Code. Makes a technical change in a Section concerning the School Code's construction.

Amends the Murderer and Violent Offender Against Youth Registration Act. Provides that a person registering as a violent offender against youth shall pay a $100 (rather than a $20) initial registration fee and a $100 (rather than a $10) annual renewal fee. Provides that $80 of each initial registration fee and $90 of each renewal fee shall be deposited into the Traffic and Criminal Conviction Surcharge Fund and shall be used for the training of police officers and $20 of each initial registration fee and $10 of each annual renewal fee shall be deposited into the Murderer and Violent Offender Against Youth Registration Fund.

Amends the Liquor Control Act of 1934. Makes a technical change in a Section concerning the short title.

Amends the School Code to include provisions concerning school action and facility master planning that apply to any school district whose school board has voted to approve a school closure after July 1, 2015 (other than the Chicago school district). Sets forth provisions concerning educational facility standards, an educational facility master plan, capital improvement plans, financial transparency, school transition plans, school action public meetings and hearings, and emergencies. Effective immediately.
