Amends the School Code. If and only if Senate Bill 1 of the 99th General Assembly becomes law, amends the School Code to provide that the amount of State aid under the new State aid formula for which each school district is eligible shall be no less than the amount of the State aid entitlement that was received by the district under the previous State aid formula for the 2014-2015 school year. Provides that if a school district qualifies to receive a supplementary payment, the amount of State aid under the new State aid formula that the district is eligible to receive for each school year shall be no less than the amount of the State aid entitlement that was received by the district under the previous State aid formula for the 2014-2015 school year. Provides that if a school district is to receive State aid under the new State aid formula for the 2015-2016 school year and any subsequent school year that in any such school year is less than the amount of the State aid entitlement that the district received for the 2014-2015 school year, the school district shall also receive, from a separate appropriation, a supplementary payment that is equal to the amount of the difference in the State aid figures. Effective immediately or on the date Senate Bill 1 of the 99th General Assembly takes effect, whichever is later.

Amends the School Code. In provisions that prohibit a student from receiving a certificate of graduation without passing a satisfactory examination upon the subjects of American patriotism and the principles of representative government and the proper use and display of the American flag, provides that the examination for high school students must include test questions that are identical to the 100 test questions listed in the civics portion of the naturalization test used by the United States Citizenship and Immigration Services, and a pupil may not be considered to have satisfactorily passed the examination without correctly answering at least 60 of those 100 questions. Also requires this testing in charter schools.
Amends the Downstate Police and Downstate Firefighter Articles of the Illinois Pension Code. Beginning in fiscal year 2021, sets a separate Comptroller intercept schedule for payments of State funds to pension funds that have assets in trust that exceed 5 years of current liabilities. Effective immediately.
Amends the Private Detective, Private Alarm, Private Security, Fingerprint Vendor, and Locksmith Act of 2004. Provides that reasonable attorney's fees and costs may be awarded to a licensee, interested party, or person injured if he or she successfully obtains injunctive relief, whether by consent or otherwise. Effective immediately.
Designates September 11-18, 2016 as "Chase Week" in the State of Illinois.
Amends the Property Tax Code and the Mobile Home Local Services Tax Act. Provides that provisions extending the disabled veterans exemption to housing or adaptations that are donated by a charitable organization apply beginning with the 2014 tax year (currently, the 2015 tax year). Provides that those provisions apply if the veteran is eligible to receive funds for the purchase or construction of specially adapted housing (currently, if the veteran has been approved to receive those funds). Effective immediately.
Amends the State Vehicle Use Act. Makes a technical change to a Section concerning the short title.
Amends the Public Community College Act. Provides for the election (instead of appointment) of members of the Board of Trustees of Community College District No. 508 (City Colleges of Chicago). Effective immediately.
Amends the Military Code of Illinois. In a provision requiring the Adjutant General to order Illinois National Guard personnel into active service as required by the Commander-in-Chief to support non-emergency functions of the State, provides that the Adjutant General shall perform this duty subject to the availability of funds (rather than subject to the appropriation of funds by the General Assembly for this purpose). Effective immediately.
