Creates the Protective Medical Equipment Freedom Act. Provides that all individual in the State have the right to wear protective medical equipment in any place of public accommodation where they have a lawful right to be without obligation to disclose health status or any other protected information, and no person, entity, or authority shall deny, restrict, or infringe upon this right. Provides that operators and public officials shall not discriminate against or penalize medical device wearers for exercising their right to wear protective medical equipment. Provides that discrimination under the Act includes, but is not limited to: denial of service; eviction from premises; any form of harassment to remove or refrain from wearing such equipment for any amount of time; specified actions taken by employers; and provision of unequal goods, services, facilities, advantages, or accommodations. Sets forth provisions concerning the protection against retaliation, the exceptions for security requirements, operational safety, age and identity restricted products, and financial institution customer identification, and an undue hardship exemption. Effective immediately.
Amends the Mental Health and Developmental Disabilities Code. Provides that whenever psychotropic medication or electroconvulsive therapy is refused under a specified provision at least once that day, the psychiatrist or advanced practice psychiatric nurse (instead of the physician) shall determine and state in writing the reasons why the recipient did not meet the criteria for the administration of medication or electroconvulsive therapy and whether the recipient meets the standard for administration of psychotropic medication or electroconvulsive therapy under a provision concerning the administration of psychotropic medication and electroconvulsive therapy upon application to a court. Provides that a petition requesting that the court authorize treatment with psychotropic medication shall specify the full names of the medications and anticipated range of dosage that comprise such treatment. Provides that no administration of psychotropic medication or electroconvulsive therapy without the informed consent of the recipient may be authorized unless at least one psychiatrist or advanced practice psychiatric nurse who has examined the recipient testifies in person at the hearing. Makes other changes to definitions and provisions concerning administration of psychotropic medication and electroconvulsive therapy upon application to a court.
Creates the Illinois Psilocybin Advisory Board Act. Sets forth findings and defines terms. Establishes the Illinois Psilocybin Advisory Board within the Department of Financial and Professional Regulation for the purpose of advising and making recommendations to the Department regarding the provision of psilocybin and psilocybin services. Sets forth requirements for members of the Board. Provides that, within 3 months after the effective date of the Act, the Governor, the Senate President, the Speaker of the House, the Minority Leader of the House, and the Minority Leader of the Senate shall appoint certain individuals to the Board. Provides that, between January 1, 2027 and January 1, 2029, the Board shall meet at least once every 2 calendar months at a time and place determined by the chairperson or a majority of the voting members of the Board and that, after January 1, 2029, the Board shall meet at least once every calendar quarter. Provides that the Board shall perform certain duties, including publishing an annual report describing the Board's activities and making recommendations concerning (i) the safety and efficacy of psilocybin and other substances, (ii) potential requirements for providing psilocybin services to clients, (iii) a potential code of ethics and possible training requirements for facilitators, and (iv) public health considerations. Makes other changes. Effective immediately.
Amends the Home Repair and Remodeling Act. Provides that a contractor offering home repair or remodeling services shall not propose to contract or solicit a contract for home repair or remodeling services: (1) while a loss-producing occurrence is continuing at the premises; (2) while the fire department or emergency personnel are engaged at the damaged premises; or (3) between the hours of 7:00 p.m. and 8:00 a.m. Provides that a contractor shall not, in person, propose to contract or solicit a contract with a consumer for home repair or remodeling services for a minimum of 72 hours after a disaster proclamation, unless the proposal to contract or the solicitation to contract is initiated by a consumer.
Amends the Illinois Aeronautics Act. Amends the Illinois Aeronautics Act. Defines "critical infrastructure". Provides that a provision regarding publicly owned or controlled property that is intended or permitted to be used for recreational or conservation purposes does not authorize restricting or limiting the use of unmanned aircraft systems when such usage is by commercial users for business operations in connection with critical infrastructure. Provides that any rules adopted under a provision related to publicly owned or controlled property that is intended or permitted to be used for recreational or conservation purposes shall not: supersede the operation of an unmanned aircraft system by a person or entity for a commercial purpose in compliance with applicable Federal Aviation Administration authorization, regulations, or exemptions; or preclude an individual licensed under the Illinois Professional Land Surveyor Act of 1989 or the Professional Engineering Practice Act of 1989 from operating an unmanned aerial vehicle within the scope of his or her professional practice. Effective immediately.

In provisions concerning the use of dry needling, provides that "dry needling", also known as intramuscular therapy, means an advanced needling skill or technique limited to the treatment of myofascial pain, using a single use, single insertion, sterile filiform needle (rather than a single use, single insertion, sterile filiform needle without the use of heat, cold, or any other added modality or medication), that is inserted into the skin or underlying tissues to stimulate trigger points. Provides that "dry needling" does not include the teaching or application of acupuncture in accordance with traditional and modern practices of East Asian medical theory (rather than the teaching or application of acupuncture described by the stimulation of auricular points, utilization of distal points or non-local points, needle retention, application of retained electric stimulation leads, or other acupuncture theory).
