Amends the Public Community College Act. Provides that, after the effective date of the amendatory Act, one of the 11 members of the Illinois Community College Board to be appointed by the Governor, by and with the advice and consent of the Senate, must be the president of a public community college. Effective immediately.

Amends the Community Association Manager Licensing and Disciplinary Act. Provides that all community associations that (i) have 10 or more units, (ii) retain an individual to provide services as a community association manager for compensation, (iii) are not master associations, or (iv) are registered in the State as a not-for-profit corporation, shall pay to the Department of Financial and Professional Regulation an annual fee of $50 plus an additional $1 per unit not to exceed an annual fee of $1,000. Provides that 4 years after the date of the final adoption of rules under the Act, and every 2 years thereafter, the Secretary and the Board shall review the number of licenses and the amount collected from community associations and make any necessary adjustment of the fees for both licensees and community associations, as recommended by the Board, to equal the costs of administration for the licensing program. Provides that all monies received or collected pursuant to the Act shall be deposited in the Community Association Manager Licensing and Disciplinary Fund for the administration of the Community Association Manager Licensing Program and to protect the financial interests of community associations. Provides that the Department shall provide to the General Assembly on or before December 31, 2014, a report that examines all of the Department's costs to enforce the provisions of the Act. Effective immediately.
Amends the Public Community College Act. Provides that the provisions of a Section requiring the award of a contract to the lowest responsible bidder do not prevent a community college from complying with the terms and conditions of a grant, gift, or bequest that calls for the procurement of a particular good or service or the use of a particular contractor, provided that the grant, gift, or bequest provides all funding for the contract. Effective immediately.
Amends the Higher Education Student Assistance Act. Authorizes the Illinois Student Assistance Commission to deduct from the salary, wages, commissions, and bonuses of any employee in this State and, as otherwise permitted, any employee outside the State of Illinois by serving a notice of administrative wage garnishment on an employer for the recovery of a student loan debt owned or serviced by the Commission. Provides that levy must not be made until the Commission has caused a demand to be made on the employee such that the employee is provided an opportunity to contest the existence or amount of the student loan obligation. Effective immediately.
Amends the Wildlife Code. Makes a technical change in a Section concerning the short title.
Amends the Illinois Food, Drug and Cosmetic Act. Sets forth a definition for "synthetic drug product". Provides that whoever distributes, or possesses with intent to distribute, a synthetic drug product or a drug that is misbranded under the Act is guilty of a Class 2 felony and may be fined an amount not to exceed $100,000 and that a person convicted of a second or subsequent violation is guilty of a Class 1 felony, the fine for which shall not exceed $250,000. Provides that whoever falsely advertises a synthetic drug product or a drug that is misbranded is guilty of a Class 3 felony and may be fined an amount not to exceed $100,000. Makes changes to provisions concerning the classifications of certain violations and authorized agents of the Director of Public Health. Amends the Illinois Controlled Substances Act to include pentedrone in the list of controlled substances that are included in Schedule I.
Amends the Consumer Fraud and Deceptive Business Practices Act concerning product and services charges billed on telephone bills. Provides that a third-party vendor shall not bill a consumer for goods or services that will appear as a charge on a consumer's telephone bill. Effective immediately.
Amends the School Code. Provides that after June 1, 2012 persons may not be nominated for General Assembly scholarships and that General Assembly scholarships may not be awarded after that date unless the nomination is made prior to that date. Prevents both second nominations for any lapsed General Assembly scholarship and nominating persons to the unused or unexpired parts of any vacated General Assembly scholarship after June 1, 2012. Effective immediately.
Amends the Criminal Code of 1961. Adds the Illinois Street Gang and Racketeer Influenced and Corrupt Organizations Law (RICO) as a new Article of the Code. Provides that it is unlawful for any person: (1) who is employed by or associated with any enterprise, knowingly to conduct or participate, directly or indirectly, in such enterprise's affairs through either a pattern of predicate activity (specified criminal offenses) or the collection of unlawful debt; or (2) knowingly to acquire or maintain, directly or indirectly, through either a pattern of predicate activity or the collection of unlawful debt, any interest in, or control of, to any degree, of any enterprise, real property, or personal property of any character, including money. Establishes criminal penalties and civil remedies. Provides that any violation of the Article is subject to the remedies, procedures, and forfeiture as set forth in the money laundering statute. Amends the Code of Criminal Procedure of 1963. Permit the State's Attorney to apply to the chief judge of the circuit for an order authorizing the interception of a private communication when no party has consented to the interception and the interception may provide evidence of, or may assist in the apprehension of a person who has committed, is committing or is about to commit a violation of the RICO Article of the Criminal Code of 1961. Effective immediately.
Resolves that the Illinois Student Assistance Commission shall convene a task force to deliberate options for the adoption of new rules for the Monetary Award Program, with the goal of improving the outcomes for students who receive these awards.
