Amends the Nursing and Advanced Practice Nursing Act. Provides that the Department of Professional Regulation shall create the Illinois Center for Nursing. Provides a list of goals for the Center and requires the Center to work in conjunction with the Illinois Coalition for Nursing Resources in accomplishing its goals. Provides that moneys in the Nursing Dedicated and Professional Fund may be used for the establishment of the Center and provides for the appropriation of money from the Fund to the Department to be used within 2 fiscal years of the effective date for the Center. Effective immediately.
Amends the Illinois Municipal Code. Makes technical changes in a Section concerning the president of a village or incorporated town.
Creates the Physical Fitness Facility Medical Emergency Preparedness Act. Requires various physical fitness facilities, including (i) facilities owned or operated by a unit of local government or by a school, college, or university, (ii) golf courses, and (iii) health or fitness clubs, to develop and implement a plan for responding to medical emergencies and to file a copy of the plan with the Department of Public Health. Requires each such facility to have on its premises at least one automated external defibrillator (AED) and a trained AED user. Authorizes the Department of Public Health to inspect physical fitness facilities to investigate complaints and to ensure compliance with the Act. Authorizes the Department to impose monetary penalties for violations of the Act. Amends the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act to provide a tax exemption for private physical fitness facilities in connection with the purchase of AEDs.
Amends the Mental Health and Developmental Disabilities Administrative Act. Creates the Community Developmental Disability Services Medicaid Trust Fund consisting of funds paid to the State by the federal government under Title XIX or Title XXI of the Social Security Act for services delivered by community developmental disability services providers. Provides that the Department of Human Services shall reimburse community developmental disability services providers out of the Fund for Medicaid-reimbursed developmental disability services provided to eligible individuals. Repeals the Community Mental Health and Developmental Disabilities Services Provider Participation Fee Trust Fund.
Amends the Procurement Code. Defines "expatriate corporation" as a foreign incorporated entity that (1) is publicly traded in the United States, (2) is incorporated in a tax haven, (3) less than 10% of the gross income of which is derived from activities in the tax haven, (4) less than 10% of the employees of which are permanently located in the tax haven, and (5) has certain ownership or other business interest connections with a domestic corporation or partnership. Provides that an expatriate corporation shall be considered a non-resident bidder. Provides that no business or member of a unitary business group, as defined in the Illinois Income Tax Act, shall submit a bid for or enter into a contract with a State agency under this Code if that business or any member of the unitary business group is an expatriate corporation. Amends the Illinois Income Tax Act. Provides that notwithstanding the definition of "unitary business group", any person formed or incorporated in a foreign tax haven may be a member of a unitary business group without regard to where its business activities are conducted. Lists those places that are "foreign tax havens". Provides that the term "foreign tax haven" also includes any foreign country that does not impose a substantial business income tax or other substantial business activity tax, as determined by the Department by rule. Effective July 1, 2004.
Amends the Municipal Code. Provides that every educational governmental entity is subject to and must comply with all ordinances and regulations relating to certain subject matters within the territory of the municipality. Provides that this requirement does not diminish or otherwise affect the power of a municipality to enforce its ordinances or regulations with respect to other units of government. Defines "educational governmental entity".
Amends the School Code. Makes a technical change in a Section concerning school elections.
Amends the Higher Education Student Assistance Act. Requires the Illinois Student Assistance Commission to establish and administer a Teaching Fellows Program to provide scholarship loans of $6,500 per person per year to top college juniors and seniors in this State interested in preparing to teach in the public schools in this State. Provides for the termination and forgiveness of scholarship loans. Amends the State Finance Act to create the Teaching Fellows Revolving Fund.
Makes appropriations to the Board of Trustees of the State Universities Retirement System for ordinary and contingent expenses for the fiscal year beginning July 1, 2003. Effective July 1, 2003.
