Amends the Illinois Act on the Aging, the Assisted Living and Shared Housing Act, the Nursing Home Care Act, the Illinois Public Aid Code, and the Consumer Fraud and Deceptive Business Practices Act. Requires that each licensed long term care facility, assisted living or shared housing establishment, and supportive living facility complete and file with the Office of State Long Term Care Ombudsman a Consumer Choice Information Report on a form developed by the Office with the collaboration of the Attorney General. Specifies the contents of the Report. Requires that an initial Report be filed by July 1, 2009. Requires that subsequent Reports be filed at least annually and that verification of completion and filing must be included in the facilitys or establishments inspection. Specifies the various means by which the Office must make the information in the Reports available to the public. Provides that a violation of the reporting requirement is an unlawful practice under the Consumer Fraud and Deceptive Business Practices Act against which the Attorney General may seek enforcement.

Amends the Higher Education Student Assistance Act. With respect to the Monetary Award Program, provides that the grant amount must not exceed the amount that equals the average tuition and necessary fees for undergraduate students at public universities in this State for the academic year no more than 2 years prior to the academic year for which grant assistance is being requested (now the amount is $4,968) or the amount that equals the average tuition and necessary fees for undergraduate students at public universities in this State for the academic year for which grant assistance is being requested (instead of the amount that equals 2 semesters or 3 quarters tuition and other necessary fees required generally by the institution of higher learning of all full-time undergraduate students). Effective July 1, 2007.
Amends the School Code. Makes a technical change in a Section concerning principals.
Amends the Illinois Educational Labor Relations Act. Provides that the list of subjects of collective bargaining between the Chicago School District and the exclusive bargaining representative of its employees that is now permissive is instead mandatory. Amends the State Mandates Act to require implementation without reimbursement.
Amends the Illinois Procurement Code. Provides that State officers and employees prohibited from obtaining State contracts may not receive legal, banking, consulting, or other fees related to State government bond issuances. Prohibits waivers from the prohibition. Prohibits State contractors with contracts with an annual aggregate value of more than $25,000 from making political contributions to the executive branch constitutional officers responsible for awarding the contracts. Establishes penalties for violations. Requires that each State contract bid or offer in excess of $10,000 annual value must be accompanied by a disclosure of the bidder's or offeror's political contributions to the executive branch constitutional officer responsible for awarding the contract. Authorizes the State Comptroller to refuse payments under contracts for which those disclosures were not made. Makes other changes.
Amends the School Code with respect to administrative certificates. Allows for a chief school business official endorsement if, among other conditions, the certificate holder has 2 years of university-approved practical experience (as an alternative to requiring 2 years of administrative experience in school business management).
Amends the Illinois Vehicle Code. Makes a technical change in a Section concerning powers and duties of the Secretary of State.
Amends the School Code. Makes a technical change in a Section concerning grants for preschool education programs.
Amends the Higher Education Student Assistance Act. Makes a technical change in a Section concerning the Illinois Student Assistance Commission.
Amends the Governor's Office of Management and Budget Act. Requires GOMB to establish a single updated searchable database website accessible by the public at no cost that includes information concerning each entity that receives Illinois funding. Requires GOMB to report to the General Assembly concerning the website. Effective immediately.
