Amends the Public Community College Act. In provisions concerning the College and Career Readiness Pilot Program, provides that beginning July 1, 2010, the Illinois Community College Board shall extend the current pilot project for 3 years to include an additional 7 sites as evidenced by the effectiveness of the current program. Changes the criteria for the State Board's selection of 4 community colleges to participate in the original pilot program and 7 additional sites as part of the extension. Provides that each participating community college shall establish an agreement with a high school or schools to include the creation of a Readiness Plan (rather than Readiness Prescription) for each student. Changes provisions concerning the State Board's work with participating community colleges and high schools to develop an appropriate evaluation process to measure effectiveness of intervention strategies. Changes provisions concerning the second and third year duties of the State Board. Provides that at the end of the 3 year extension, the State Board shall prepare and submit a report outlining its findings and recommendations to the Senate and the House of Representatives by filing a copy of its report with the Secretary of the Senate and Clerk of the House of Representatives no later than December 31, 2013. Effective July 1, 2010.

Amends the Property Tax Code. Provides that any taxing district may abate any portion of its taxes on the property of a qualified historical society for assessment years 1998 through 2013 (instead of 2008). Effective immediately.
Amends the Railroad Police Act. Requires allegations of abuse of authority or misconduct by members of a railroad police force to be investigated by the Illinois State Police.
Amends the Abandoned Newborn Infant Protection Act. Provides that the information packet given to a relinquishing parent in accordance with the Act shall not exceed 5 pages and shall include, in addition to other required information, a one-page brochure (self-mailer) that describes the Safe Haven Law; a one-page brochure (self-mailer) that describes the Illinois Adoption Registry; and a one-page brochure describing health information for the mother and how she can get medical care if she needs it. Requires the information packet to be designed in coordination between the Office of Vital Records and the Department of Children and Family Services. Requires the Office of Vital Records to continue to maintain and distribute the information packet, and to hold on file all foundling records of relinquished newborns. Effective immediately.
Amends the State Comptroller Act. Provides that the Comptroller may provide in his rules and regulations for periodic transfers, with the approval of the State Treasurer, for use in accordance with the imprest system, to the Illinois Mathematics and Science Academy, not to exceed $100,000 (instead of $15,000). Effective immediately.
Amends the Illinois Vehicle Code. Requires the driver of a motor vehicle transporting a passenger who is unable, due to infirmity, illness, or age, to properly adjust and fasten a seat safety belt and is not exempted from wearing a seat safety belt to secure the passenger in a properly adjusted and fastened seat safety belt. Effective January 1, 2010.
Amends the School Code with respect to administrative certificates. Allows for a general administrative endorsement if, among other conditions, the certificate holder has 2 years of chief school business official experience (as an alternative to requiring 2 years of full-time teaching experience or school service personnel experience). Provides that an endorsement for a chief school business official endorsement must include the requirement that the certificate holder has 6 semester hours of internship in school business management. Allows for a superintendent endorsement if, among other conditions, the certificate holder has 2 years of chief school business official experience (as an alternative to requiring 2 years as an administrator or supervisor in the public schools).
Resolves that the Board of Higher Education establish a Higher Education Finance Study Commission.
Mourns the death of Mary Patricia Carroll.
Creates the Individual Market Fairness Reform Law. Provides that a managed care entity shall (1) fairly and affirmatively offer all of its managed care plans that are sold to all individuals in each service area in which the managed care entity provides or arranges for the provision of health care services and (2) may not reject an application for an individual managed care plan if certain requirements are met. Provides that the Division of Insurance of the Department of Financial and Professional Regulation shall develop a system to categorize all managed care plans offered and sold to individuals pursuant to this Law into 5 coverage choice categories. Creates the Minimum Medical Loss Ratio Law. Provides that any company selling a health benefit plan in the individual or small group market shall expend in the form of health care benefits no less than 85 percent of the aggregate dues, fees, and premiums received by the company. Creates the Health Sure Illinois Law to establish a program for the purpose of making managed care plans affordable and accessible to small employers and individuals. Provides that the program is limited to active managed care entities. Amends the Illinois Insurance Code. Creates new Articles in the Code establishing the Office of Patient Protection and the Illinois Health Carrier External Review Law. Amends the Small Employer Health Insurance Rating Act, Illinois Health Insurance Portability and Accountability Act, and Managed Care Reform and Patient Rights Act in provisions concerning small employers, individuals, review, and rates. Repeals a provision of the Small Employer Health Insurance Rating Act concerning establishment of a class of business. Makes other changes.
