FIREARM OWNERS ID-REVOKE

Amends the Firearm Owners Identification Card Act. Provides that the Department of State Police may deny an application for or revoke and seize a Firearm Owner's Identification Card previously issued under the Act to a student or former student of a secondary school or institution of higher learning who has been identified by the administration of that school or institution as a person who has acted in a mentally erratic or violent nature while enrolled, thereby creating a possible threat to the safety of the student body, faculty, or staff of the school or institution. Provides that the administration of a secondary school or institution of higher learning may report to the Department of State Police the name and address of a student or former student who has acted in a mentally erratic or violent nature while enrolled. Provides that the Department of State Police may use such information to determine whether to deny an application for or to revoke and seize the student or former student's Firearm Owner's Identification Card. Provides that the administration of a secondary school or an institution of higher learning that reports the name and address of a student or former student to the Department of State Police as having acted in a mentally erratic or violent nature while enrolled are presumed to have acted in good faith and are immune from civil or criminal liability for making such report and the consequences of such report.

STATE POLICE REQ-IRAQ AFGHAN

Amends the State Police Act. Provides that a requirement that a State Police applicant have certain collegiate educational requirements is deemed to be satisfied if the applicant has been honorably discharged and has been awarded an Afghan or Iraqi campaign medal by one of the United States armed forces. Effective immediately.

SEX OFFENDER-VICTIM HARASS

Amends the Sex Offender Registration Act. Provides that any person who is required to register under the Act who harasses a victim or family member of a victim of the offense for which the sex offender is required to register under the Act is guilty of a Class 3 felony. Defines "harass".

POWER AGENCY-RENEWABLE ENERGY

Amends the Illinois Power Agency Act. Changes the definition of "renewable energy resources" to include biogas and biosolids produced by municipal wastewater treatment plants in the State. Effective immediately.

FINANCE-TECHNOLOGY ACCOUNT

Amends the Technology Development Act. Authorizes the State Treasurer to segregate up to 3% of the Treasurer's investment portfolio in the Technology Development Account IIa. Authorizes investments from the account to provide venture capital to help attract, assist, and retain quality technology businesses in Illinois. Provides that the Treasurer may solicit proposals from entities to manage and be the General Partner of Technology Development Account IIb, a separate fund consisting of investments from private sector investors that must invest, at the direction of the Treasurer, in tandem with TDA IIa. Sets restrictions and conditions. Effective immediately.
