MEDICAID-ID/DD-BILLING CLAIMS

Amends the Medical Assistance Article of the Illinois Public Aid Code. Requires the Department of Healthcare and Family Services to, within 365 days after the effective date of this amendatory Act, establish procedures to permit ID/DD facilities licensed under the ID/DD Community Care Act to submit monthly billing claims for reimbursement purposes. Provides that following development of these procedures, the Department shall have an additional 365 days to test the viability of the new system and to ensure that any necessary operational or structural changes to its information technology platforms are implemented. Effective immediately.

PAYDAY LOAN SURCHARGE

Amends the Payday Loan Reform Act. Imposes a surcharge upon each lender in an amount equal to $1 for each payday loan made by that lender. Provides that the moneys collected from the surcharge shall be deposited into the Small Loan Community Reinvestment Fund, less 2% of those proceeds, which shall be paid into the Tax Compliance and Administration Fund. Amends the State Finance Act to create the Small Loan Community Reinvestment Fund. Provides that moneys in the Fund shall be used by the Department of Commerce and Economic Opportunity to make grants to not-for-profit organizations dedicated to educational tutoring and development, financial literacy, early childhood development, youth mentoring, and senior services.

MECHANIC LIEN-WRITTEN CONTRACT

Amends the Mechanics Lien Act. Provides that the Act does not apply unless there is a written and executed contract to improve the lot or tract of land or for the purpose of improving the tract of land or to manage a structure under construction thereon.

SCH CD-MAX CLASS SIZE

Amends the School Code to provide that each school year, on or before the September fall enrollment count, the maximum number of students assigned to each teacher who is teaching courses in public school classrooms for grades kindergarten through 12 may not exceed 27 students, which must be maintained after the September fall enrollment count. Requires the State Board of Education to annually calculate class size based upon the September fall enrollment count. Effective July 1, 2013.
