Amends the Illinois Vehicle Code. Provides that upon notice of suspension of a person's driver's license, the Secretary of State shall give the person an option to complete a driver education program within 45 days of notice. Provides that upon completion of the program and providing the Secretary with necessary documentation, the person's driver's license suspension shall terminate if the person does not commit a similar driving offense within 6 months of the notice.

Amends the School Code. Requires the State Board of Education to establish guidelines for the creation of a high-skilled manufacturing curriculum to be used in vocational education programs.

Amends the Chicago Teacher Article of the Illinois Pension Code. Creates the Chicago Teachers' Pension Fund Health Insurance Task Force to study and consider the program of health insurance coverage for pensioners that is currently administered by the Fund. Includes specific subjects of inquiry, relating to the future administration of the insurance program. Specifies Task Force membership and excludes payment for service. Provides for clerical support from the Fund. Requires a report of its findings and recommendations and provides for its abolishment upon conclusion of its business. Effective immediately.
Amends the School Code. Makes a technical change in a Section concerning the federal No Child Left Behind Act of 2001.
Amends the Board of Higher Education Act. Provides that the Board's master plan shall include the area of middle-skill workforce needs. Provides that the master plan's accessibility measures shall include access to technical and community colleges, apprenticeship programs, and university course offerings.
Amends the School Code. Makes a technical change in a Section concerning the School Code's construction.
Amends the Illinois Municipal Retirement Fund Article of the Illinois Pension Code. Allows an action or decision taken at a board committee meeting to become effective without a regular or special meeting of the whole board. Effective immediately.
