Amends the State Finance Act and the Illinois Public Aid Code. Provides that federal funds received by the Illinois Department of Human Services under Title IV for Temporary Assistance for Needy Families as reimbursement for expenditures made from the Illinois Department of Children and Family Services (DCFS) appropriations for costs of providing services in behalf of DCFS clients shall be deposited quarterly into the DCFS Children's Services Fund in amounts specified by interagency agreement between both agencies and the Governor's Office of Management and Budget. (Under current law, 80% of those federal funds shall be deposited into the DCFS Children's Services Fund.) Effective immediately.
Amends the Illinois Public Aid Code. Provides that the Department of Public Aid shall provide nursing home employee scholarships (to be added to a nursing home's regular Medicaid reimbursement rate) to each nursing home reimbursed under the Medicaid program. Provides that the purpose of the scholarships is to lead to career advancement or to provide job-related training in English as a second language. Provides for such scholarships at the rate of $0.25 per bed for the period from July 1, 2005 through June 30, 2006; provides for such scholarships calculated according to various factors after June 30, 2006.
Appropriates $2 from the General Revenue Fund to the Office of the Attorney General for its FY04 ordinary and contingent expenses. Effective July 1, 2003.
Creates the HIV Education for Pregnant Women Act. Requires physicians and other health care practitioners to provide information on HIV and offer HIV testing to their women patients. Requires the patient to indicate her consent for testing. Provides that the physician shall report the test result to the woman and shall counsel the woman to obtain appropriate medical treatment and shall inform her of the risk to herself and her baby if she fails to obtain that treatment. Requires the Department of Public Health to provide guidelines and information regarding the requirements of the Act.
Makes appropriations to the Office of the Secretary of State for various purposes. Effective July 1, 2003.
