Amends the State Finance Act, Appellate Court Act, and Reviewing Court Alternative Dispute Resolution Act. Eliminates the Reviewing Court Alternative Dispute Resolution Fund. Provides that any balance in the Fund shall be transferred into the Mandatory Arbitration Fund.
Appropriates $2 from the General Revenue Fund to the Deaf and Hard of Hearing Commission for its FY 10 ordinary and contingent expenses. Effective July 1, 2009.
Amends the Illinois Vehicle Code to require every operator and passenger on a motorcycle, motor driven cycle, or motorized pedalcycle to wear a helmet that meets federal safety standards.
Creates the Interfund Borrowing Act of 2009. Contains only a short title provision.

Creates the Illinois Riot and Reparations Commission to study historical events in the State of Illinois, particularly those that resulted in the loss of African-American lives and property.
