DHFS-SAFETY NET HOSPTL PAYMNTS

Amends the Illinois Public Aid Code. Provides that a Safety-Net Hospital as defined in the Code that provided more than 15,000 Medicaid acute inpatient days of care in State fiscal year 2011 shall have its Medicaid Percentage Adjustment Payments, as calculated by the Department of Healthcare and Family Services, increased by an amount equal to $220 per day. Effective immediately.

DHFS-DIABETES PREVENTION

Amends the Illinois Public Aid Code. Requires the Department of Healthcare and Family Services to create a 3-year Diabetes Prevention Pilot Program to establish an evidence-based diabetes prevention program in St. Clair County, DeKalb County, and Rock Island County from funds appropriated for that purpose. Provides that the Department shall designate a single community-based, not-for-profit provider of healthy living services to manage and administer the pilot program; and that the designated provider shall receive reimbursement under the medical assistance program for the diabetes prevention programs established under the pilot program. Grants the Department rulemaking authority. Effective immediately.

OPIOID ANTIDOTE-EMERGENCY CARE

Amends the Alcoholism and Other Drug Abuse and Dependency Act. Provides that person who is not licensed to administer an opioid antidote, including State Police Officers, law enforcement officers of a local government agency, fire protection personnel, and fire fighters may administer an opioid antidote in an emergency if the person has been trained in the administration of opioid antidotes or has received documentation including drug overdose recognition, opioid antidote dosage and administration, and care for the overdose victim after administration of the overdose antidote. Defines "fire protection personnel", "fire fighter", "law enforcement officer", and "local government agency". Amends the State Police Act. Provides that officers appointed to the State Police must have successfully completed training in the administration of opioid antidotes for use in prehospital emergency medical care. Amends the Illinois Police Training Act. Provides that the Illinois Law Enforcement Training Standards Board shall conduct or approve a training program in opioid antidotes for use in prehospital emergency medical care. Amends the Illinois Fire Protection Training Act. Provides that minimum basic training requirements for schools that administer fire training programs must include training in the administration of opioid antidotes for use in prehospital emergency medical care. Effective immediately.

ICC-REPORT-NUCLEAR POWER

Amends the Public Utilities Act. Requires the Illinois Commerce Commission to update its response presented in the report titled "Potential Nuclear Power Plant Closings in Illinois". Also requires the Commission to update, in conjunction with the Illinois Power Agency, the Illinois Environmental Protection Agency, and the Department of Commerce and Economic Opportunity, the report's findings regarding potential market-based solutions that will ensure the premature closure of these nuclear power plants does not occur and that the dire consequence to the economy, jobs, and the environment are averted. Provides that the provision is repealed on June 30, 2017. Effective immediately.

$RACING BOARD-RACING PROGRAM

Amends "An Act concerning appropriations", Public Act 99-524, approved June 30, 2016. In provisions concerning amounts appropriated for fiscal year 2017 to the Illinois Racing Board payable from the Horse Racing Fund, provides that an amount appropriated is for expenses related to the regulation and promotion (rather than the regulation) of a racing program. Effective immediately.

Declares that health benefits should be designed to support treatment decisions that are based on clinical judgment and patient or physician decision making, not by costs to the payer, to promote long-term health.

RACIAL IMPACT NOTE ACT

Creates the Racial Impact Note Act. Provides that every bill, the purpose or effect of which amends criminal offenses, criminal procedure, or sentencing provisions under the Criminal Code of 2012, the Code of Criminal Procedure of 1963, the Unified Code of Corrections, the Cannabis Control Act, the Illinois Controlled Substances Act, the Methamphetamine Control and Community Control Act, the Methamphetamine Precursor Control Act, or the Methamphetamine Precursor Tracking Act, shall have prepared for it, before second reading in the house of introduction, a brief explanatory statement or note that shall include a reliable estimate of the anticipated impact on: (i) the number of criminal cases per year the bill will affect; (ii) the members of racial minority groups; (iii) the operations of correctional institutions; and (iv) any other matter the Illinois Department of Corrections considers appropriate. Requires the Illinois Department of Corrections to prepare the note. Contains other related provisions regarding the vote on the necessity of the note, comment or opinion regarding the merits of the legislation included in the note, and appearance of State officials and employees in support or opposition of measure.

ECON TASK FORCE ADMIN SUPPORT

Amends the Employment and Economic Opportunity for Persons with Disabilities Task Force Act. Provides that the Employment and Economic Opportunity for Persons with Disabilities Task Force shall operate with administrative support from the Illinois Department of Human Services (rather than the Department of Employment Security). Effective immediately.
