Appropriates $86,680,000 from the General Revenue Fund (GRF) to the Department of Human Services (DHS) for (i) a 5% cost-of-doing-business increase in rates paid to private sector agencies serving individuals with developmental disabilities and (ii) a benefit package for direct support staff in such private sector agencies. Appropriates $43,320,000 from GRF to DHS for similar purposes in connection with private sector agencies serving individuals with mental illness. Appropriates additional amounts from GRF to DHS to restore grant funding reserved by the Department during fiscal year 2009, and for other purposes. Effective July 1, 2009.
Makes appropriations for the ordinary and contingent expenses of the Department of Human Services for the fiscal year beginning July 1, 2010, as follows: General Funds $3,886,884,200; Other State Funds $744,548,900; Federal Funds $1,714,586,100; Total $6,346,019,200.

Amends the General Not For Profit Corporation Act of 1986. Provides that a homeowners' association organized under the Act may not, in its own capacity or through its members or any other entity, dredge any sediment or silt from a body of water located, in whole or part, within a common area of the association or redeposit any of that sediment or silt on property within any area of the association, unless certain notice, testing, and compensation requirements are met. Authorizes members of the association to obtain injunctive relief if the requirements of this provision are not met. Effective immediately.
Makes appropriations for the ordinary and contingent expenses of the Educational Labor Relations Board for the fiscal year beginning July 1, 2010, as follows: General Funds $1,205,300.
