Amends the Liquor Control Act of 1934. Makes a technical change in a Section concerning the short title.
Amends the Correctional Budget and Impact Note Act. Provides that a Correctional Budget and Impact Note must be affixed to a bill that creates a new criminal offense for which a commitment to the Department of Juvenile Justice may be imposed. Provides that within 5 days after receiving the statement from the appropriate official who prepared the Note and prior to second reading in the house of introduction, the sponsor shall file with the Clerk of the House or the Secretary of the Senate, as appropriate, a written statement identifying the sponsor's preferred means of funding the costs to be incurred by the legislation. Provides that the required identification shall be made either by specifying (i) the additional tax or other revenue source from which an amount equal to the costs identified are to be generated or (ii) the specific line item or items in the budget for the current fiscal year that would be reduced or eliminated to reach an amount equal to the costs identified.
Amends the Public Utilities Act. Deletes language that provides that no construction shall commence on any new nuclear power plant to be located within the State, and no certificate of public convenience and necessity or other authorization shall be issued therefor by the Illinois Commerce Commission, until the Director of the Illinois Environmental Protection Agency finds that the United States Government, through its authorized agency, has identified and approved a demonstrable technology or means for the disposal of high level nuclear waste, or until such construction has been specifically approved by a statute enacted by the General Assembly. Deletes the definition of "high level nuclear waste". Effective immediately.
Amends the Chicago Park District Act and the Illinois International Port District Act. Requires the transfer of a specified parcel of land from the Illinois International Port District to the Chicago Park District for recreational and conservation purposes (40 acres on the eastern shore of Lake Calumet). Provides that the Chicago Park District and the Illinois International Port District may, by mutual agreement, determine the terms and conditions of the property transfer. Requires that the property transfer occur as soon as possible after the effective date of the amendatory Act. Effective immediately.
Makes appropriations for the ordinary and contingent expenses of the Illinois Labor Relations Board for the fiscal year beginning July 1, 2009, as follows: General Funds $2,260,200.
Makes appropriations for the ordinary and contingent expenses of the State Police Merit Board for the fiscal year beginning July 1, 2009, as follows: General Funds $639,900; Other State Funds $416,850; Total $1,056,750.
Makes appropriations for the ordinary and contingent expenses of the Illinois Criminal Justice Information Authority for the fiscal year beginning July 1, 2010, as follows: General Funds $2,524,600; Other State Funds $7,353,200; Federal Funds $111,900,000;Total $121,777,800.

Makes appropriations for the ordinary and contingent expenses of the Department of Employment Security for the fiscal year beginning July 1, 2009, as follows: General Funds $13,815,400; Other State Funds $1,916,700; Federal Funds $294,723,500; Total $310,455,600.
