Amends the Medical Assistance Article of the Illinois Public Aid Code. In provisions concerning reimbursement rates for nursing services, provides that on and after January 1, 2014, the per diem reimbursement rate for each individual resident receiving ventilator services, including those receiving weaning services, shall include the nursing, support, and capital components in effect at the time the service is provided plus a service fee of $34.00 per resident per day and a supply fee of $174.00 per resident per day. Effective immediately.

Amends the Illinois Municipal Code. Makes a technical change in a Section concerning the short title.
Creates the Complex Needs Patient Act. Requires the Department of Healthcare and Family Services to provide separate recognition within the State's Medicaid program for individually configured complex rehabilitation technology products and services for complex needs patients. Defines "complex needs patient" to mean an individual with a diagnosis or medical condition that results in significant physical or functional needs and capacities. Provides that the separate recognition for technology products and services for complex needs patients shall take into consideration the customized nature of complex rehabilitation technology and the broad range of services necessary to meet the unique medical and functional needs of people with complex medical needs. Provides that the Department shall require complex needs patients receiving complex rehabilitation technology to be evaluated by a qualified health care professional and a qualified complex rehabilitation technology professional. Amends the Illinois Insurance Code. Provides that a managed care plan amended, delivered, issued, or renewed in this State after the effective date of the amendatory Act shall adopt the regulations and policies outlined in the Complex Needs Patient Act. Effective immediately.
Creates the Illinois Economic Development Act of 2013. Contains only a short title provision.
Amends the Illinois Dental Practice Act. Provides that a dental hygienist may be employed or retained by a nonprofit organization or in a public health setting. Provides that a dental hygienist under remote supervision with a collaborative agreement with a licensed dentist shall provide a dental hygiene examination and dental screening and determine which services are necessary to be performed with a referral to a dentist within 12 months. Provides that a dental hygienist may be employed or retained by a health care facility, program, or nonprofit organization to perform dental hygiene services without the patient first being examined by a licensed dentist if the dental hygienist (i) has engaged in active practice of clinical dental hygiene for a minimum of 2,400 hours in the past 18 months or a career total of 3,000 hours, (ii) has entered into a collaborative agreement with a licensed dentist, (iii) had documented participation in course in infection control and medical emergencies, and (iv) maintains current CPR certification. Provides that a licensed dentist may not have a collaborative agreement with more than 4 dental hygienists, unless otherwise authorized by the Board. Provides that the collaborative agreement must (i) include certain provisions and it must be signed and maintained by the dentist, the dental hygienist, and the facility, program, or organization, (ii) be reviewed yearly, and (iii) be made available to the Board upon request. Makes other changes. Effective immediately.

Amends the Chicago Teacher Article of the Illinois Pension Code. Provides that beginning in FY2015, the Board of Trustees of the Chicago Teachers' Pension Fund shall submit vouchers for payment of Board of Education contributions on or as soon as possible after the 15th day of each month. Provides that if the Board of Education fails to transmit to the Fund the contributions required of it or the contributions collected by it from its participating employees for more than 90 days, the Fund may certify to the State Comptroller the amounts of the delinquent payments and the Comptroller shall deduct the certified amounts or any part of the certified amounts from any grants of State funds to the Board of Education and shall pay the deducted amount to the Fund. If State funds from which the deductions may be made are not available, permits the Fund to certify to the City Treasurer of Chicago the amounts of delinquent payments and requires the City Treasurer of Chicago to deduct the certified amounts or any part of the certified amounts from the tax levied by the Board of Education to pay the deducted amount to the Fund. Effective immediately.
Amends the Assumed Business Name Act. Provides that filings under the Act shall be in the manner prescribed by the County Clerk. Provides for the renewal of assumed business names every 5 years. Authorizes the withdrawal of an assumed name. Authorizes an increase in filing fees.
Amends the Nursing Home Care Act. Makes a technical change in a Section concerning the short title.
Amends the Public Utilities Act. Makes a technical change in a Section concerning consumer education.
