Amends Public Acts 98-679, 98-680, and 98-681. Adds supplemental appropriations to various agencies for personal services and State contributions to Social Security. Effective immediately.

Resolves that, for the 99th General Assembly, Tim Anderson is elected Secretary of the Senate, Scott Kaiser is elected Assistant Secretary of the Senate, Joe Dominguez is elected Sergeant-at-Arms, Dirk R. Eilers is elected Assistant Sergeant-at-Arms.
Amends the Illinois Finance Authority Act. Provides that the Illinois Finance Authority may undertake a municipal bond program project. Provides that the Authority may provide financing for other projects located outside of the State if the project is owned, operated, leased, or managed by an entity located within the State or an entity affiliated with an entity located within the State. Makes other changes. Effective immediately.
Amends the Physician Assistant Practice Act of 1987. Makes a technical change in a Section concerning the short title.
Amends the Public Utilities Act. Prevents the Commission from approving any increase in rates by a water or sewer service of greater than 15%. Requires these utilities to include notice of any proposed rate change on every bill sent to customers until the rate change is approved or denied. Allows customers who have had their rates increased by over 15% to file a civil action against the utility for damages in which the customers are certified as a class, are granted a rebuttable presumption that any increase in excess of 15% is unjustified, and are entitled to double damages as well as attorney's fees and costs. Entitles customers that have filed a class action against a water or sewer service utility for increasing their rates by over 15% to a temporary restraining order halting collection of the increase until the civil action is resolved.
Amends the Physician Assistant Practice Act of 1987. Changes the definition of "physician" to include a person licensed under the Podiatric Medical Practice Act of 1987.
Amends the Property Tax Code. Makes a technical change in a Section concerning the definition of "33 1/3%".
Amends the Chicago Teacher Article of the Illinois Pension Code. In a Section on reimbursement of health insurance costs: (1) deletes a provision limiting total payments in any year to $65,000,000, plus past-due amounts; (2) changes a provision limiting total payments in any year from 75% to 50% of the total cost of health insurance for all recipients, plus past-due amounts; and (3) adds a provision limiting each recipient to an amount equal to 2.2% of health insurance costs for each year of service credit. Amends the State Mandates Act to require implementation without reimbursement. Effective January 1, 2014.
Amends the Civil Administrative Code of Illinois. Makes a technical change in a Section concerning the Department of Public Health.
Creates the Illinois Economic Development Act of 2013. Contains only a short title provision.
