Amends the School Code. Provides that in order to be eligible for election to a school board (or in Chicago to be eligible for appointment), a person must not be a child sex offender.

Amends the Illinois Public Aid Code and the Unified Code of Corrections. Provides that the Department of Human Services shall establish a pilot program to place hard-to-employ persons, including persons who have been released from a county jail or a facility under the jurisdiction of the Department of Corrections, in jobs. Provides that the Department of Corrections shall establish a pilot program in 2 locations in the State (one of which must be in the Lawndale community of Chicago) to place persons discharged from a Department facility on parole or mandatory supervised release in jobs or otherwise establish a connection between such persons and the workforce. Authorizes the 2 departments to consult with each other. Effective immediately.
Amends the Illinois Vehicle Code. Changes the requirements for a person who is under the age of 18 to operate a motorcycle to include successful completion of a motorcycle training course approved by the Illinois Department of Transportation (instead of just completing the course). Effective January 1, 2004.
Amends the Illinois Insurance Code, the Health Maintenance Organization Act, and the Voluntary Health Services Plans Act. Requires coverages under those Acts to include benefits for outpatient prescription contraceptive drugs and devices and outpatient contraceptive services.
Amends the Criminal Code of 1961. Includes, in the offense of aggravated battery, committing a battery against hospital personnel (rather than hospital emergency room personnel) engaged in their official duties, committing a battery to prevent them from performing their official duties, or committing a battery in retaliation for performing their official duties. Effective immediately.
Amends the Department of Human Services Act. Requires the Department of Human Services, in consultation with the Department of Public Health, to conduct a public information campaign to (i) educate women about the benefits of consuming folic acid before and during pregnancy to improve their chances of having a healthy baby and (ii) increase the consumption of folic acid by women of child-bearing age.
Amends the School Code. Provides that a school district's State aid claim shall be certified and filed with the regional superintendent of schools by June 21 (instead of July 1). Provides that the regional superintendent shall certify the county report of claims by July 1 (instead of July 15). Provides that electronically submitted State aid claims shall be submitted by duly authorized district or regional individuals over a secure network that is password protected. Also makes changes concerning sworn statements. Effective July 1, 2003.
Amends the School Code. Provides that claims for reimbursement under the Driver Education Act shall be made under oath or affirmation of the chief school administrator for the district or authorized driver education personnel (instead of under oath or affirmation of the president or acting president of the school board and the chief school administrator for the district). Effective July 1, 2003.
Amends the Property Tax Code. Makes a technical change in a Section concerning the creation of the Property Tax Appeal Board.
Amends the School Code. Makes a technical change in a Section concerning the members of the State Board of Education.
