Requests the Illinois Department of Public Aid to institute a program by which individuals who have been diagnosed with diabetes or hypertension or who have a family history of kidney disease and receive a diagnosis of kidney disease shall be classified as chronic kidney disease patients.

Creates the Provider Termination Notification Act. Provides that a health care licensing board that takes an adverse action against a licensed health care professional or that has reported to it an adverse action taken by a hospital or other health care professional review committee against a licensed health care professional shall notify any health carrier that voluntarily provides the licensing board a point of contact to receive information of adverse actions. Provides that a health carrier may limit, restrict, suspend, or terminate the agreement under which the licensed health care professional furnishes health care items and services to participants, beneficiaries, or enrollees of the health carrier.
Appropriates $2 from the General Revenue Fund to the State Board of Elections for its FY05 ordinary and contingent expenses. Effective July 1, 2004.
Amends the Mosquito Abatement District Act. Makes technical changes in a Section concerning a petition for a referendum on the question of organizing a mosquito abatement district.
Amends the County Jail Act. Makes a technical change in a Section concerning the sheriff as warden of the jail.
Appropriates $2 from the General Revenue Fund to the Office of the Secretary of State for its FY04 ordinary and contingent expenses. Effective July 1, 2003.
Appropriates $2 from the General Revenue Fund to the Capital Development Board for its FY05 ordinary and contingent expenses. Effective July 1, 2004.
Amends the Property Tax Code to exclude special purpose extensions made by the Metropolitan Water Reclamation District of Greater Chicago under the Metropolitan Water Reclamation District Act for the purpose of providing for health care costs from the applicable definition of "aggregate extension" in the Property Tax Extension Limitation Law. Effective immediately.
Appropriates $2 from the General Revenue Fund to the Department of Corrections for its FY05 ordinary and contingent expenses. Effective July 1, 2004.
Appropriates $2 from the General Revenue Fund to the Department of Insurance for its FY04 ordinary and contingent expenses. Effective July 1, 2003.
