Amends the Illinois Income Tax Act. Increases the earned income tax credit to (i) 12% of the federal tax credit for each taxable year beginning on or after January 1, 2015 and ending prior to December 31, 2016, (ii) 14% of the federal tax credit for each taxable year beginning on or after January 1, 2016 and ending prior to December 31, 2017, (iii) 16% of the federal tax credit for each taxable year beginning on or after January 1, 2017 and ending prior to December 31, 2018, (iv) 18% of the federal tax credit for each taxable year beginning on or after January 1, 2018 and ending prior to December 31, 2019, and (v) 20% of the federal tax credit for each taxable year beginning on or after January 1, 2019. Effective immediately.

Amends the Department of Labor Law of the Civil Administrative Code of Illinois. Makes a technical change in a Section concerning the powers of the Department of Labor.
Amends the Navigator Certification Act. Requires that the Department of Insurance levy an assessment on all insurers offering minimum essential coverage under the federal Patient Protection and Affordable Care Act totaling $35,000,000. An insurer's assessment shall be determined by multiplying the total assessment by a fraction, the numerator of which equals that insurer's direct Illinois premiums during the preceding calendar year for plans offering minimum essential coverage and the denominator of which equals the total of all insurers' direct Illinois premiums for plans offering minimum essential coverage. Provides that the assessment shall be deposited into the Navigator Fund and used, subject to appropriation by the General Assembly and distribution by the Director of Public Health, for the purposes of administration of the Navigator program, which includes, but is not limited to, grants awarded to certified navigators, certification and training as mandated by the Act, and other essential functions of the Navigator program. Amends the State Finance Act. Creates the Navigator Fund as a special fund in the State treasury. Effective immediately.
Creates the Employee Sick Leave Act. Provides that employees may use personal sick leave benefits provided by the employer for absences due to an illness, injury, or medical appointment of the employee's child, spouse, sibling, parent, mother-in-law, father-in-law, grandchild, grandparent, or stepparent, for reasonable periods of time as the employee's attendance may be necessary, on the same terms upon which the employee is able to use sick leave benefits for the employee's own illness or injury. Provides that the Department of Labor shall issue rules to implement the Act. Effective January 1, 2017.
Amends the Business Corporation Act of 1983. Makes a technical change in a Section concerning the short title.
Amends the Uniform Peace Officers' Disciplinary Act.. Provides that a sworn affidavit or other legal documentation is not required to file a complaint against a peace officer (currently, a sworn affidavit is required). Removes a provision referring unsupported complaints containing false material information to the State's Attorney. Effective January 1, 2017.
