Amends the Illinois State Collection Act of 1986. Exempts the Department of Human Services from the requirement of referring debts for collection to the Department of Revenue Debt Collection Bureau. Effective immediately.
Amends the Illinois Estate and Generation-Skipping Transfer Tax Act. Makes a technical change in a Section concerning the short title.
Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois. Requires the Department of Public Health to develop a policy that the State of Illinois shall not provide access to donated organs harvested in Illinois to citizens or institutions in states that do not provide access to donated organs to Illinois citizens or institutions.
Amends the Consumer Fraud and Deceptive Business Practices Act. Authorizes the imposition of a civil penalty of $50,000 for a violation of this Act in connection with the provision of telecommunication services when the consumer is a person 60 years of age or older. Effective immediately.
Amends the Public Utilities Act in relation to green credits for public utilities. Adds only a Section Caption.
Amends the Community Services Act. Provides for accreditation for providers of developmental disabilities treatment services. Effective immediately.
Amends the Department of Transportation Law of the Civil Administrative Code of Illinois. Creates the Regional Transportation Task Force to gather information and make recommendations to the Governor and to the General Assembly regarding area transportation programs in northeastern Illinois. Provides procedures for the organization and operation of the task force. Requires the task force to report by November 1, 2004. Repeals the provisions concerning the task force on January 1, 2005. Effective immediately.
Amends the Criminal Code of 1961. Makes technical changes in a Section concerning the short title.
Amends the Highway Advertising Control Act of 1971 to prohibit signs advertising alcohol or tobacco products within 1,000 feet of an elementary or secondary school.
Amends the Regional Transportation Authority Act. Makes a technical change in a provision concerning establishment.
