Amends the School Code. Allows for the continuation of the distribution of funds by the State Board of Education to achieve a goal of "Preschool for All Children" by removing certain provisions that limit this distribution to a time period from July 1, 2006 through June 30, 2008. Effective July 1, 2008.

Amends the State Finance Act, the Counties Code, and the Clerks of Courts Act. Creates the Married Families Domestic Violence Fund and Domestic Violence Legal Assistance Fund as special funds in the State treasury. Provides that moneys in the new funds shall be used, subject to appropriation and subject to approval by the Attorney General, for specified purposes related to free domestic violence legal advocacy, assistance, or services. Provides that the Attorney General shall adopt rules concerning application for and disbursement of the moneys in the new funds. Provides that certain provisions regarding transfers to the General Revenue Fund do not apply to the new funds. Increases marriage license fees and specified court filing fees and provides for the deposit of a specified amount from each such fee into one of the new funds.
Amends the Illinois Vehicle Code. Provides that a person charged for the first time with an equipment violation of a specified type shall not be convicted of the violation if the person presents satisfactory evidence in court that the vehicle has been repaired or altered in a manner that brings the vehicle into compliance with the applicable provision.

Amends the Mortgage Certificate of Release Act. Provides that, if any title insurance company or its duly appointed title insurance agent, knowing the mortgage to be paid pursuant to the lender's written payoff statement, fails to file a certificate of release within one month after the payment of the debt secured by the mortgage or trust deed, the title company shall be liable for and pay to the party aggrieved the sum of $200, for each offense, which may be recovered by the party aggrieved in a civil action together with reasonable attorney's fees. Provides that, in any such action, introduction of a loan payment book or receipt that indicates that the obligation has been paid shall be sufficient evidence to raise a presumption that the obligation has been paid. Provides that, upon a finding for the party aggrieved, the court shall order the title insurance company or its duly appointed title insurance agent, to make, execute, and deliver the certificate of release that complies with the requirements of this Act.
Amends the Illinois Act on the Aging. Makes a technical change in a Section defining "aged" or "senior citizen".
