Amends the Illinois Banking Act. Makes a technical change in a Section concerning the primary powers of banks.

Amends the Illinois Housing Development Act. Provides that the Illinois Housing Development Authority shall establish and administer a foreclosure prevention counseling program and shall use moneys in the Foreclosure Prevention Counseling Fund and funds appropriated for that purpose to make grants to HUD-certified counseling agencies for home-ownership education and foreclosure prevention counseling. Amends the State Finance Act. Creates the Foreclosure Prevention Counseling Fund and provides for allocation of moneys in the Fund. Provides for the payment of license fees of $3,700 annually, including the foreclosure prevention surcharge (instead of $2,700 annually). Amends the Residential Mortgage License Act of 1987. Provides that an application for a license or a license renewal on or after July 1, 2008, shall include payment of a foreclosure prevention surcharge of $1,000. Provides that the surcharge proceeds shall be deposited into the Foreclosure Prevention Counseling Fund. Effective immediately.
Amends the Mortgage Act. Makes a technical change in a Section concerning the release of a mortgage or trust deed of real property.
Appropriates $1,000,000 from the General Revenue Fund to the Illinois Student Assistance Commission for the Child Welfare Student Loan Forgiveness Program established by the Child Welfare Student Loan Forgiveness Act. Effective July 1, 2008.
Creates the Automated Teller Machine Overdraft Disclosure Act. Requires operators of automated teller machines to provide customers with a full and complete disclosure of overdraft fees and penalties if the customer completes a transaction that causes the associated account to be overdrawn. Makes a violation of the Automated Teller Machine Overdraft Disclosure Act an unlawful practice within the meaning of the Consumer Fraud and Deceptive Business Practices Act. Provides that the Department of Financial and Professional Regulation may adopt any rules that it deems necessary to implement the Act. Amends the Consumer Fraud and Deceptive Business Practices Act to include a violation of the Automated Teller Machine Overdraft Disclosure Act as a violation of the Consumer Fraud and Deceptive Business Practices Act.
Creates the Naturopathic Medical Practice Act. Provides for the regulation of naturopathic physicians through licensure by the Department of Financial and Professional Regulation. Establishes the Board of Naturopathic Medicine, the Naturopathic Childbirth Attendance Advisory Committee, and the Naturopathic Formulary Committee. Sets forth provisions concerning licensure, scope of practice, duties of the Department, and administrative procedure. Amends the Regulatory Sunset Act to set a repeal date for the Naturopathic Medical Practice Act of January 1, 2018. Amends the Illinois Controlled Substances Act to add naturopathic physicians who issue a prescription for a controlled substance in accordance with the naturopathic formulary to the definition of "prescriber".
Amends the Health Maintenance Organization Act. Makes a technical change in a Section concerning the short title.
Amends the Illinois Insurance Code. Raises the maximum age of a dependent child that a policy of accident and health insurance may insure, originally or by subsequent amendment, upon the application of an adult member of a family who shall be deemed the policyholder, from 19 to 24. Provides that if the limiting age under the policy is less than 25 years of age, then the insurer shall, upon application of the dependent child, provide coverage after that specific age, until the dependent child is 25 years of age.
Amends the Consumer Fraud and Deceptive Business Practices Act. Provides that, in any transaction in which an individual authorizes a person or entity to make a debit from his or her bank account for the purpose of placing a hold on the account to ensure payment for future services, the person or entity must provide the individual with a written statement that includes a reasonable price quote for the transaction. Prohibits the person or entity from debiting the individual's bank account in an amount greater than the price quoted on the written statement unless, at the time services are complete, the amount actually incurred by the individual exceeds the amount of the quoted price. Provides that the requirements do not apply to credit card transactions. Makes a violation of the provisions an unlawful practice under the Act.
Amends the Illinois Savings and Loan Act of 1985. Makes a technical change in a Section concerning the short title.
