Amends the Disabled Persons Rehabilitation Act. Increases a personal care attendant's minimum hourly wage to $6 beginning July 1, 2003, and $7 beginning January 1, 2004. Effective July 1, 2003.

Creates the Senior Citizens and Disabled Persons Prescription Drug Discount Program Act. Provides that the Program shall be administered by the Department of Central Management Services to enable eligible senior citizens and disabled persons to purchase prescription drugs at discounted prices and that the Department shall (i) enroll eligible seniors and disabled persons into the Program, (ii) enter into rebate agreements with drug manufacturers, either itself or through an agent, and (iii) reimburse pharmacies for the cost of providing discounts using the proceeds from the manufacturer rebate agreements. Amends the State Finance Act to create the Senior Citizens and Disabled Persons Prescription Drug Discount Program Fund into which rebate payments and enrollment fees shall be deposited. Provides for an initial transfer from the General Revenue Fund into the Senior Citizens and Disabled Persons Prescription Drug Discount Program Fund of $27,000,000 to be repaid to the General Revenue Fund out of rebate payments. Amends the Department of Central Management Services Law of the Civil Administrative Code of Illinois. Provides that the Department shall establish a Prescription Drug Purchasing Policy Office to determine and implement strategies for best price purchasing practices for State agencies that pay for prescription drugs by direct purchase or by other arrangements. Effective July 1, 2003.
Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois. Requires that, beginning July 1, 2004, the Department must develop and disseminate public service announcements that promote AIDS/HIV screening.
Mourns the death of Chester Milton De Graff of South Holland.
Amends the Child Care Act of 1969. Provides that no applicant may receive a license to operate a child care facility, and no adult may live in a child care facility, who has been convicted of committing or attempting to commit specified offenses. Provides an exception if specified criteria are met. Effective immediately.
Amends the Unified Code of Corrections. Provides that a person subject to conditions of probation, parole, or mandatory supervised release who seeks transfer to another state subject to the Interstate Compact for Adult Offender Supervision must make provisions for the payment of any restitution awarded by the circuit court and must pay a fee of $125 to the proper administrative or judicial authorities before being granted the transfer or otherwise arrange for the payment. Provides that the fees shall be used to defray the cost of the Department of Corrections or county sheriffs' departments who will be required to retrieve offenders who violated the terms of their transfers to other states. Provides that the offenders shall be responsible for reimbursing the State or county for the actual costs of their return to Illinois.
Creates the State Economic Assistance Accountability Act. Provides that State economic assistance provided by the Department of Commerce and Community Affairs as an incentive to a business organization must be based on the terms of a written incentive agreement between the Department and the business organization, which agreement must identify the specific State economic assistance to be provided to the business organization during the term of the agreement. Lists terms the agreement must contain. Provides that State economic assistance incentive agreements must provide that if a business organization either fails to make the requisite level of capital investment in the project or fails to create or retain the specified number of jobs within the specified time frame, as provided under the Act authorizing the State economic assistance, the business organization shall be deemed to no longer qualify for the State economic assistance. Provides that State economic assistance must total at least $75,000 on a single project for applicability. Provides that the full content of all written incentive agreements are to be published on the Illinois Department of Commerce and Community Affairs website. Effective immediately.
Creates the Inclusion of Women and Minorities in Clinical Research Act. Provides that in conducting or supporting a project of clinical research, a grantee receiving State funds must ensure that women and members of minority groups are included as subjects in research projects. Provides that a grantee must conduct or support outreach programs for the recruitment of women and members of minority groups as subjects in projects of clinical research. Provides for exceptions.
Amends the Adoption Act. Provides that the exception to the requirement of consents or surrenders for adoption for a person found by the court to be the father of the child as a result of criminal sexual abuse or assault applies when the sexual abuse or assault results in (i) a founded, cleared, or suspended police report, (ii) an indicated report of child sexual abuse as defined in the Abused and Neglected Child Reporting Act that involved sexual penetration of the mother, or (iii) a sworn affidavit provided by a licensed psychologist or a licensed social worker.
Amends the Higher Education Student Assistance Act. Changes the name of the Illinois Incentive for Access Grant Program to the Silas Purnell Illinois Incentive for Access Grant Program. For these grants, provides that the maximum amount paid per applicant per year is $1,000 for applicants with an expected family contribution of $0 and $500 for applicants with an expected family contribution of $500 or less but more than $0. Requires the Commission to give priority to applicants with an expected family contribution of $0. Effective July 1, 2004.
