Amends the School Code. Provides that a separate tax shall be levied by the Chicago Board of Education for the purpose of making an employer contribution to the Public School Teachers' Pension and Retirement Fund of Chicago, at the rate of 0.26%; requires the proceeds from this separate tax to be paid directly to the Pension Fund. Makes a corresponding reduction in the rate limitation for the tax for general educational purposes. Effective immediately.
Amends the Property Tax Code. Makes a technical change in a Section concerning the collection of tax.
Amends the Wildlife Code. Provides that a person may use a crossbow if the user is 55 and older (instead of 62 and older). Effective immediately.

Encourages the Chicago Police Department to be transparent and to be held accountable for their actions.

Creates the Village Leadership Academy Education-to-Career Act. Contains only a short title provision.
Directs the Auditor General to conduct an audit of evaluating automated traffic law enforcement systems in this State.
Amends the Capital Development Board Act. Makes a technical change in a Section concerning the short title of the Act.
Amends the Counties Code. Provides that any tax or fee, or part of any tax or fee, unpaid after an administrative hearing is a debt due and owing to the county (currently, only fines, other sanctions, or costs imposed in the administrative hearing).
