Amends the Code of Criminal Procedure of 1963. Provides that a petitioner may not be denied a protective order because the petitioner or the respondent is a minor or solely upon the basis that the respondent or petitioner is incarcerated in a penal institution at the time of the issuance of the order. Amends the Illinois Domestic Violence Act of 1986. Provides that a petition for an order of protection may be filed by: (i) a crime victim who was abused by an family or household member before the incarceration of the offender in a penal institution, and the offender is incarcerated in a penal institution at the time of the filing of the petition; or (ii) any person who has previously suffered abuse by a family or household member convicted of domestic battery, aggravated domestic battery, aggravated battery; any other offense that would constitute domestic violence; or a violent crime as defined in the Rights of Crime Victims and Witnesses Act committed against another person. Effective immediately.

Amends the Department of Professional Regulation Law of the Civil Administrative Code of Illinois. Makes changes in provisions concerning definitions; oaths, subpoenas, and penalties; applicants with criminal convictions; qualification for licensure or registration; health care worker licensure actions; automatic suspension of a health care worker's license; the publication of disciplinary actions; and records of Department actions. Amends the Barber, Cosmetology, Esthetics, Hair Braiding, and Nail Technology Act of 1985. In provisions concerning required licensure, provides that an application shall not be automatically placed on hold, delayed, denied, or otherwise not processed by the Department of Financial and Professional Regulation because it was submitted by a person who is incarcerated. Amends the Health Care Professional Credentials Data Collection Act. In provisions concerning licensure records, provides that licensure records designated confidential and considered sealed (rather than expunged) for reporting purposes by the licensee are not reportable under the Act. Amends the Unified Code of Corrections. In provisions concerning loss and restoration of rights, provides that no application for specific licenses granted under the authority of the State shall be denied to (rather than denied by reason of) an eligible offender who has obtained a certificate of relief from disabilities, having been previously convicted of one or more criminal offenses (rather than or by reason of a finding of lack of "good moral character"), when the finding is solely based upon the fact that the applicant has previously been convicted of one or more criminal offenses, except for certain circumstances. Repeals provisions concerning the Department of Financial and Professional Regulation's annual report to the General Assembly. Makes other changes. Effective immediately.
Amends the Know Before You Owe Private Education Loan Act. Provides that the annual report to the Department of Financial and Professional Regulation and the Student Loan Ombudsman shall include the total number and dollar amount (instead of the volume) of private education loans made annually by a private educational lender, the total number and dollar amount (instead of the volume) of private education loans made annually at institutions of higher education, the total number and dollar amount of private education loans made annually with a cosigner, and the default rate for the private education loans reported by the private educational lender pursuant to specified provisions for the previous reporting period. Effective immediately.
Amends the Medical Assistance Article of the Illinois Public Aid Code. In provisions concerning the supportive living facilities program, prohibits a supportive living dementia care setting from limiting a resident's access to the sink, microwave, or refrigerator located within the respective resident's room, provided a comprehensive safety assessment deems the resident's use of the appliances safe. Requires the comprehensive safety assessment to be conducted prior to any resident moving in and at least once per quarter thereafter. Requires social and recreational programming to be provided no less than 3 times daily, including at least one time and location separate from a meal service. Requires newly constructed supportive living dementia care settings to provide no less than 300 square feet for a single occupancy apartment or no less than 450 square feet for a double occupancy apartment, which may include the closets and bathroom. Requires each apartment to include a sink, microwave, and refrigerator within the unit. Provides that any newly constructed supportive living dementia care setting shall provide a common area completely separate from the dining area.
Amends the Consumer Fraud and Deceptive Business Practices Act. Provides that it is an unlawful practice within the meaning of the Act for a business to offer a consumer a different purchase price for the same product based solely on whether the consumer purchases the product at a physical location operated by the business or through a website or mobile application operated by the business, if the business maintains: (1) a physical location in the State where a consumer may purchase products; and (2) a website or mobile application that allows a consumer to purchase a product and pick up the product at a physical location. Provides that nothing in the provision shall be construed to prohibit a business from offering a coupon, discount, promotion, or sale for a product if the discounted price is offered on equal terms to a consumer who purchases the product at a physical location operated by the business and to a consumer who purchases the product through a website or mobile application operated by the business.
Amends the Illinois Insurance Code. Requires an individual or group policy of accident and health insurance amended, delivered, issued, or renewed in the State after June 1, 2026 to provide coverage for expenses for standard fertility preservation services and follow-up services related to that coverage. Defines "standard fertility preservation services" as procedures based upon current evidence-based standards of care established by the American Society for Reproductive Medicine, the American Society of Clinical Oncology, or other national medical associations that follow current evidence-based standards of care. Makes conforming changes in the State Employees Group Insurance Act of 1971, the Counties Code, the Illinois Municipal Code, the School Code, the Health Maintenance Organization Act, the Limited Health Service Organization Act, and the Illinois Public Aid Code. Effective immediately.
Amends the Unemployment Insurance Act. Provides that, with respect to a week of unemployment beginning on or after June 1, 2026, benefits shall be payable to an individual on the basis of wages for employment in other than an instructional, research, or principal administrative capacity performed for an educational institution or an educational service agency, as long as the individual is otherwise eligible for benefits. Effective immediately.
Creates the Prohibition on Federal Voucher Program Participation Act. Prohibits the State from opting in to, participating in, implementing, administrating, or otherwise cooperating with any federal voucher, education savings account, or similar program established under the One Big Beautiful Bill Act. Effective immediately.
Amends the Name Change Article of the Code of Civil Procedure. Provides that for a petition for name change by a person who is required to register under the Sex Offender Registration Act, the Murderer and Violent Offender Against Youth Registration Act, or the Arsonist Registry Act and not yet pardoned, if the petition alleges that it is sought because of marriage, religious beliefs, or status as a victim of trafficking or gender-related identity, the court may grant or deny the petition after making a determination based on certain factors. Provides that any denial of a name change sought for one of those reasons must be in writing stating the reasons for the denial. Provides that a person who has been convicted as an adult of a felony offense and whose sentence has not been completed, terminated, or discharged is not permitted to file a petition for a name change unless pardoned for the offense. Provides that the State's Attorney may file an objection to the petition within 30 days of being served if the petitioner has been convicted of and not been pardoned or has a pending case for any of these enumerated charges: identity theft, aggravated identity theft, felony or misdemeanor criminal sexual abuse if the victim of the offense at the time of its commission is under 18 years of age, felony or misdemeanor sexual exploitation of a child, felony or misdemeanor indecent solicitation of a child, or felony or misdemeanor indecent solicitation of an adult. Provides the same opportunity to object if the petitioner has any pending charge that would require compliance, if convicted, with the Sex Offender Registration Act, the Murderer and Violent Offender Against Youth Registration Act, or the Arsonist Registry Act. Provides that those objections must be in writing, filed with the circuit court clerk, served upon the petitioner, and state with specificity the basis of the objection, including, but not limited to, any evidence of specific intent for requesting the name change and any specific and detailed facts demonstrating that any potential risk to another individual or group would outweigh any potential harm or negative impact to the individual making the request for the name change. Makes other changes.
Amends the Illinois Insurance Code. Provides that a group or individual policy of accident and health insurance or a managed care plan that is amended, delivered, issued, or renewed on or after January 1, 2028 shall provide coverage for medically necessary lung cancer screenings, including any medically necessary tests for lung cancer biomarkers, including, but not limited to, anaplastic lymphoma kinase (ALK). Amends the State Employees Group Insurance Act of 1971, the Counties Code, the Illinois Municipal Code, the School Code, the Health Maintenance Organization Act, and the Illinois Public Aid Code to require coverage under the provisions of those Acts.
